About this file

This specifications document outlines the technical requirements for Liquid Cuelure and Liquid Methyl Eugenol for the State of California under contract opportunity P26-0410. The document establishes detailed product specifications for two chemical substances used in pest management applications. Cuelure is specified as a liquid lure compound with particular purity and chemical composition requirements, while Methyl Eugenol is similarly defined with precise technical parameters. The specifications include requirements for container types, labeling standards, storage conditions, and quality assurance protocols to ensure product consistency and efficacy. No specific quantities, response dates, site visits, bidders' conferences, or award dates are detailed within the specifications document itself, as this file serves as a reference guide for chemical composition and quality standards rather than procurement timeline information.

The specifications document establishes pricing and product delivery standards but does not include specific pricing terms, contract duration, renewal options, or funding amounts within its scope. The document functions as a technical baseline for suppliers bidding on the chemical supply opportunity, ensuring that all submitted products meet California's established quality, purity, and performance standards. Vendors responding to contract P26-0410 must demonstrate that their Liquid Cuelure and Liquid Methyl Eugenol products comply with the specifications outlined in this document. No incumbent vendor information, set-asides, or funding source allocations are addressed in this specifications file.

SPECIFICATIONS/STATEMENT OF WORK

Liquid Cuelure and Methyl Eugenol.

A. SCOPE OF WORK

Definite delivery of liquid Cuelure (Cue) liquid Methyl Eugenol (ME).

B. BACKGROUND AND GENERAL INFORMATION:

Bactrocera fruit flies are some of the most serious exotic plant pests threatening United States (U.S.) Agriculture. A great number of crops in California are threatened by the introduction of these pests, including pears, plums, cherries, peaches, apricots, figs, citrus, tomatoes, and avocados. The estimated economic impact of failing to respond to an infestation in California would range from $44 million to $176 million in crop losses, additional pesticide use and quarantine requirements.

The California Department of Food and Agriculture (CDFA) has an extensive monitoring system for exotic insect pests. The ME and Cue being sought will be used to capture certain species of exotic fruit flies of concern to California agriculture.

C. SPECIFICATIONS FOR LIQUID Cue or 4-[4-(acetloxy)phenyl]-2-butanone (CAS No. 3572-06-3)

1. Must be a clear light yellow to amber liquid at room temperature, with a mild, pleasant, fruity odor characteristic of the compound.

2. All lots must be uniform in composition.

3. Must have a refractive index not more than 1.5090, nor less than 1.5060, at 25° Celsius.

4. The purity level shall be no less than 95 percent as determined by gas chromatograpy.

D. SPECIFICATIONS FOR LIQUID ME or 1,2-DIMETHOXY-4-(2- PROPENYL)BENZENE; (CAS No. 93-15-2)

1. Must be a clear colorless to pale yellow liquid at room temperature, with a clove-like odor characteristic of the compound.

2. All lots must be uniform in composition.

3. Must have a refractive index not more than 1.5329, nor less than 1.5100, at 25° Celsius.

4. The purity level shall be no less than 98 percent as determined by gas chromatograpy.

D. SAMPLING AND TESTING

1. The contractor must provide a Certificate of Analysis for each unique lot or batch for any product shipped.

2. General

As part of the CDFA Quality Assurance Surveillance Program (QASP), the CDFA may test any ME and Cue procured through this contract. For purposes of sampling, each product produced on the same calendar day during a single, continuous (i.e., uninterrupted) production run is defined as a batch/lot and the coded designation of a batch as the batch/lot number.

After receiving the product, CDFA will have the ME and Cue bio and chemically assayed. If the ME or Cue fails either assay, CDFA will contact the contractor in writing to arrange for disposition of the shipment. Contractor will pay all shipping and freight charges for return of the product to the contractor. If the contractor fails to respond to CDFA’s inquiry as to how to return the product, CDFA will return the product to the contractor, freight collected. The contractor will have 60 days to reprocess or replace the product in kind. CDFA will re-assay (both chemical and bioassay) the product within 60 days. If the replacement fails to perform as stated in the specifications, the contractor will forfeit the contract.

E. SERVICEABLE PRODUCT LIFE

The CDFA expects the lure to maintain its useful life conforming to contract specifications for one full year from the date of acceptance. Samples for inspection may be drawn from any portion of delivered product. Analysis may be conducted by the CDFA or independent laboratory at CDFA’s choosing.

The Contractor may be subject to the following if the product fails to meet all contract specifications for the one-year term from the date of acceptance:

1. Re-sampling and testing of existing CDFA inventory from the same batch/lot numbers as the failed product.

2. Replacement of the product with new ME and/or Cue without additional cost to CDFA. Acceptance is subject to inspection and acceptance testing by CDFA, written approval of the ME and/or Cue, and one-year product guarantee from the date of acceptance of the replacement product.

3. Equitable compensation to the CDFA equal to the value of the ME and/or Cue remaining in the CDFA inventory from the same batch/lot number delivered by the contractor that failed the product quality tests.

F. PACKAGING AND MARKING

1. Marking Deliverables The contract number shall be placed on or adjacent to all exterior mailing or shipping labels of deliverable items called for by the contract.

2. Packing for Domestic Shipment

Material shall be packed for shipment in accordance with U.S. Dept. of Transportation regulations and in such a manner that will insure acceptance by common carriers and safe delivery at destination.
