About this file
This document is a Memorandum for Record (MFR) justifying a limited competition contract action for C-UAS Infrastructure Construction for the U.S. Army 25th Infantry Division. The contract is with Landon Construction Inc. for a total estimated value of $86,700.00, covering a performance period from 27 June 2025 to 27 July 2025, funded through Operations & Maintenance, Army (OMA) for FY25.
The justification for sole source selection is based on Landon Construction's unique qualifications, including prior on-site surveys of the specific buildings, successful execution of similar infrastructure modifications, and the ability to mobilize quickly to meet compressed timelines. The contract was awarded under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with market research indicating Landon Construction is the only source reasonably available to meet the performance schedule and technical requirements within the critical mission timeline.
