About this file
This Request for Information (RFI) seeks potential sources for spares procurement of two specific electronic components for the B-1B Bomber aircraft's AN/ALQ-161 Radio Frequency Surveillance/Electronic Countermeasures System. The components are an Amplifier Subassembly (NSN 5996-01-212-9078EW) and a Radio Frequency Amplifier (NSN 5996-01-221-1040EW), which are critical military-use items with extensive test requirements and no acceptable commercial alternatives.
The market research aims to identify contractors with capabilities to produce these specialized electronic components, with CTT INC. and Northrop Grumman Corporation currently identified as approved source-controlled vendors. Interested companies must demonstrate expertise in generating technical data, handling classified materials, maintaining quality assurance processes (AS9100 or equivalent), and addressing potential parts obsolescence. Responses must be submitted electronically to Ken Dickman (PCO), Michael Howard (LM), and Andrew Peacock (LM) by the specified due date, with both large and small businesses encouraged to participate. The government emphasizes that participation in this survey does not guarantee future solicitation or contract awards.

Spares procurement for AN/ALQ-161A Amplifier Subassembly/ Radio Frequency Amplifier
CAUTION:
The Government is conducting market research to identify potential sources that possess the procurement data, expertise, capabilities, and experience to meet qualification requirements to procure an amplifier subassembly, as well as a radio frequency amplifier for the B-1 aircraft. The two NSN’s included in this effort have an associated AFMC Form 761, AMC/AMSC Screening Analysis Worksheet Report (SAW). This document assigns the AMC / AMSC code. All screening actions resulted in a code of “3/B”. This states that the acquisition effort is occurring for the second or subsequent time, directly from the actual manufacturer. This also states that the part must be acquired by a source specified on a source control or selected item drawing as defined by the current version of ASME Y14.100 (DoD STD-100). Suitable technical data, Government data rights, or manufacturing knowledge is not available to permit procurement by other sources.
The Government does not own or have access to the data for these items. The Government has determined that this system is a non-commercial item.
The contractor shall furnish all material, support equipment, tools, test equipment, and services.
The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. The contractor shall provide advance written notice to the Government of any anticipated changes to approved parts, including substitutions, modifications, or alternative sources. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The contractor shall develop and implement an obsolescence management plan to identify potential DMSMS issues, evaluate alternatives, and ensure continued material availability without impact to cost or schedule.
CTT INC. and Northrop Grumman Corporation (NGC) are identified as a source-controlled venders approved to procure the amplifier subassembly (NSN 5996-01-212-9078EW). The cage codes for CTT INC and NGC are 66087 and 26916 respectively. Parties expressing interest in this requirement must have the capability to access pertinent technical data needed for qualification and production.
Northrop Grumman is identified as a source-controlled vendor approved to procure the radio frequency amplifier (NSN 5996-01-221-1040EW). The contractors’ cage code is 26916. Parties expressing interest in this requirement must have the capability to access pertinent technical data needed for qualification and production.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. The description of the AN/ALQ-161 requirement and a Contractor Capability Survey are provided. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing the description, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
3. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
5. Questions relative to this market survey should be addressed to Ken Dickman, Contracting Officer, AFMC AFSC/PZABB, kenneth.dickman@us.af.mil.
Spares procurement for AN/ALQ-161A Amplifier Subassembly/ Radio Frequency Amplifier
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to procure spares for the AN/ALQ-161, Amplifier Subassembly and Radio Frequency Amplifier parts listed below:
NOUN NSN P/N
Amplifier Subassembly 5996-01-212-9078EW 30192-0201 Amplifier, Radio Frequency 5996-01-221-1040EW 30201-0501
This requirement is for spares production services.
The Amplifier Subassembly (NSN: 5996-01-212-9078EW) amplifies signals received from the Band 6 Driver to a level suitable to drive the Traveling Wave Tube (TWT) Output Amplifier. The Amplifier Subassembly is part of the AN/ALQ-161 Radio Frequency Surveillance/Electronic Countermeasures System (RFS/ECMS) used on the B-1B Bomber aircraft.
The Radio Frequency Amplifier (NSN: 5996-01-221-1040EW) is used in the Band 6 Driver. The Band 6 Driver is part of the AN/ALQ-161 RFS/ECMS used on the B-1B Bomber aircraft.
The Amplifier Subassembly and Radio Frequency Amplifier are military use only and are critical to the overall functionality of the electronic warfare system in which they reside. Experience with these parts reveals that it is difficult to meet the military environmental requirements and commercial parts are not acceptable alternatives. The test requirements for AN/ALQ-161A components are quite extensive and must be performed on first article items to demonstrate compliance with all technical requirements at all levels which includes item, subassembly, next higher assembly and system tests. First Articles are required to ensure Operational Safety Suitability and Effectiveness (OSS&E) compliance. Due to the age of the design and technology advancement, the previously qualified design may experience parts obsolescence which would prevent it from being manufactured. GEIA-STD-0005-1, "Performance Standard for Aerospace and High-Performance Electronic Systems Containing Lead-free Solder" applies to this military use only item. DOD 5000.2 paragraph C2.1.1 states that "the strategy shall be to minimize the time and cost it takes, consistent with common sense and sound business practices, to satisfy identified, validated needs, and to maximize affordability throughout a program's useful life cycle".
