About this file
This document is a Questions and Answers (Q&A) record from an Industry Communication Forum regarding a Combat Tactical Truck (CTT) Increment 1 Commercial Solutions Opening (CSO). The document addresses industry inquiries about the CTT program, which seeks to replace legacy Heavy Tactical Vehicle (HTV) and other fleet capabilities through commercial or Non-Developmental Item (NDI) solutions.
Phase 1 requires all offerors to submit a white paper solution brief due April 6, 2026, with Rough Order of Magnitude (ROM) pricing that captures unit cost by variant. The ROM should present the proposed solution without constraining vendors from offering their current commercially available or NDI products. Offerors who submit Phase 1 solution briefs may be invited to Phase 2, with timeframes for Phase 2 and Phase 3 to be discussed with selected vendors. Anticipated contract award is targeted for Q1 FY2027. The CTT must be air transportable by C5 and C17 aircraft, feature a modular swappable cab (armored/unarmored), provide 60 kW of exportable High Voltage Direct Current (HVDC) power, achieve 18.5 short tons payload capacity for the Logistics Support variant (inclusive of any lifting frame), and support rail mobility per MIL-STD-1366. The program emphasizes mild hybrid capability, defined as propulsion assistance from an electrical source without sole electric propulsion capability. Multiple solution briefs with separate and distinct concepts are permitted, each requiring its own ROM submission. Program quantities, variant-specific details, classified requirements, autonomy readiness specifications, armor protection levels, and other detailed technical attributes will be provided during Phase 2. Offerors should refer to the CSO document and CTT Increment 1 AoI for evaluation criteria and commercial definitions.
