4. Authority Cited:
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.
5. Reason for Authority Cited:
(a) FAR 6.302-1 (c), Application for brand name descriptions.
1. As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR
6.303 and 6.304.
2. Profitap’s ProfiShark All-In-One Gigabit Ethernet Portable Troubleshooters are designed to enable test engineers to quickly get in the path of network packets. The ProfiShark All-In-One Gigabit Ethernet Portable Troubleshooters are portable network Terminal Access Points (TAP) that provides fail-safe access to networks for monitoring purposes, as well as long-term traffic collection. As a non-intrusive device, ProfiShark 1G is undetectable by the network, and leaves the original traffic unaltered. This helps capture network data without impacting the security or the performance of the network.
Powered by USB 3.0, ProfiShark 1G captures high fidelity network traffic, with accurate timestamps, and packets of all sizes and types. The packets can in turn be analyzed with any network analyzer, where ProfiShark’s hardware filtering capabilities save you time and disk space. The CTSF Data Instrumentation Team intends to use the Profishark as a replacement for the current in-line TAPs (SNAC0AC) devices to enable LAN, WAN and Serial data collect with Army Test and Evaluation Command (ATEC) data collection software in support of Army Interoperability Certification (AIC) testing. Selecting the Profishark is a must as this is an already proven technology currently utilized by ATEC software and instrumentation tools to support developmental and operational testing of tactical systems and network devices.
3. If ProfiShark troubleshooters are not used in support of data collection on the
CTSF Test Floor Network, it presents a significant challenge and delay of data collection as any other device is deemed incompatible with current ATEC tools. CTSF must use proven, fielded hardware in the certification testing and the ProfiShark is currently used by other ATEC entities.
(b) Alternatives: The CTSF also looked into continuing using the Network Critical SmartNA Portable Chassis (SNACO-AC) troubleshooters, however, this solution was not compatible with the use of the accepted test data collection tools from ATEC and currently employed at the CTSF. While the SNACO-AC provided a solution, it was not without an extensive list of data collection delays which continually affected the overall Army Interoperability Certification cycle. Since ATEC test tools are the Army’s current approved solution, the CTSF inquired as to what other test community members within ATEC were employing to achieve a smooth and timely data collection, leading to the selection of the ProfiShark devices.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered
Effective Competition: Effective competition will be achieved by soliciting quotes from prospective vendors of the brand-name items being sought.
7. Actions to Increase Competition: CTSF will continue to research other alternatives for network data collection troubleshooters in conjunction with ATEC which may yield a different, more widely available technology that may increase competition outside a single brand-name.
8. Market Research: Beginning in January 2020, the CTSF conducted its research of current technologies available to address the testing tools necessary to continue to the data collection aspect of the AIC tests. After identifying that the on-hand SNACO-AC devices were aging and falling off compatibility with existing ATEC test tools, the CTSF embarked on an effort to find the latest, approved technology to update these. Market research was conducted using Computer Hardware Enterprise Software and Solutions (CHESS) and General Services Administration (GSA) Advantage websites. A RFQ was posted on CHESS between January 8-15, 2020 and no bids were received. GSA Advantage was searched as well, but this item is not available through GSA or CHESS hardware contracts. An internet search was then conducted and the only trusted seller found was the manufacturer, ProfiTap, which is located in the Netherlands; a quote was requested and received in January 2020. During the course of this market research, the CTSF found that other test organizations such as ATEC’s Electronic Proving Ground (EPG) at Fort Huachuca, AZ had acquired the ProfiSharks (Contract W52P1J-16-D- 0014, TO W91RUS-19-F-0167) via contract from Iron Bow Technologies at which time, the CTSF Logistics Chief acquired an independent quote from them. Upon further conversations with ATEC’s personnel, they attested to this solution as a proven technology that worked with their existing test tools for both developmental and operational test events. The CTSF has determined that the correct solution is to upgrade its SNACO-AC troubleshooters with the same brand currently use by ATEC and its other test organizations to properly and accurately carry on the data collection portion of the AIC test events. While the research showed that ProfiTap is the manufacturer of the ProfiShark troubleshooter, they are not the sole vendor.
9. Interested Sources: During the CTSF’s market research efforts, they reached out to two known vendors that could deliver the sought upgrade solution. See table below:

Technical information submitted by both vendors above in response to the market research inquiry has been reviewed by the requiring activity and meet the requirements from the market research Request for Information (RFI).
10. Other Facts: CTSF Data Collection and Instrumentations specialists are familiar with the operation of the ProfiShark troubleshooters, therefore, minimal amount of training on updates will be required. Additionally, an Information Technology Approval System (ITAS) waiver has been obtained from the Army CIO/G6 office.
a. Procurement History:
This is the first acquisition of these items for the CTSF; no prior history of this or like-items exist from the organization. However, ATEC’s EPG has purchased these items under contract W52P1J-16-D-0014, TO W91RUS-19-F-0167 issued by ACC-APG, Fort Huachuca division.
