Description of Scope
The Defense Threat Reduction Agency (DTRA), Coorperative Threat Redution (CTR) plans to establish a contract vehicle that will deliver a broad range of services and products to provide sustainable chemical, biological, radiological, and nuclear (CBRN) threat reduction capabilities in cooperation with partner nations . DTRA is pursuing a contract vehicle to provide follow-on and similar functions as the existing multiple-award Indefinite Delivery/ Indefinite Quantity (ID/IQ) Cooperative Threat Reduction Integrating Contract (CTRIC III). Potential sources may be asked to provide services across CTR’s portfolio including Chemical Security and Elimination Program (CSEP), Global Nuclear Security Program (GNSP), Delivery Threat System Reduction (DTSR) (formally Strategic Offensive Arms Elimination [SOAE]), Biological Threat Reduction (BTRP), and Proliferation Prevention Program (PPP), and Other Assessments/Administrative Costs Program (OAAC). The acquisition will be referred to as
CTRIC IV.
The scope will include, but not limited to, the following:
• Prevent the proliferation of weapons of mass destruction (WMD)-related materials, including materials, equipment, and technology that could be used for the design, development, production, or use of nuclear, chemical, and biological weapons and the means of delivery of such weapons.
• Prevent the proliferation of biological weapons, weapons components, and weapons-related materials, technology, and expertise, which may include activities that facilitate detection and reporting of outbreaks of pathogens or other diseases associated with or that could be used as an early warning mechanism for disease outbreaks that could affect the Armed Forces of the United States or allies of the United States, regardless of whether such diseases are caused by biological weapons.
• Prevent the proliferation of nuclear and chemical weapons, weapons components, and weapons-related materials, technology, and expertise.
• Facilitate the elimination and the safe and secure transportation and storage of chemical, biological, or other weapons, weapons components, weapons-related materials, and associated delivery vehicles.
• Facilitate the elimination of nuclear weapons, nuclear weapons components, and nuclear weapons delivery vehicles.
• Facilitate the safe and secure transportation and storage of nuclear weapons, nuclear weapons-usable or high-threat radiological materials, nuclear weapons components, and associated delivery vehicles.
CTR PROGRAM DESCRIPTION AND BACKGROUND.
These program area descriptions are provided as background information only. The OAAC program will not be issuing Task Orders under CTRIC IV, but the other program areas will issue Task Orders to support their described missions.
Chemical Security and Elimination Program (CSE):
Under the Security & Elimination Department (SE), the CSE program works with partner nations to reduce the threat from CW by securing toxic industrial chemicals and materials from violent extremists, securing and destroying CW stockpiles, and eliminating chemical agent research capabilities and production facilities. Contingency to facilitate support for CW nonproliferation and elimination activities globally. CSE provides chemical security training and enhancements to partner nation facilities housing toxic industrial chemicals and materials, which might be used as weapons by violent extremists. The department will collaborate with the State Department's Chemical Security Program to address capability gaps in the security of toxic industrial chemicals and toxic industrial materials.
Global Nuclear Security Program (GNS):
Under SE, the GNS program includes all CTR activities related to nuclear material security, including efforts to ensure the secure storage and transportation of nuclear warheads, weapons-usable nuclear material, and high-threat radiological material. GNS will continue support for Nuclear Security Centers of Excellence; provide equipment, training, and exercises for partner countries to enhance their capabilities to secure vulnerable nuclear material; support the nuclear security efforts of critical international organizations such as the International Atomic Energy Agency (IAEA; https://www.iaea.org); provide equipment, training, and exercises for nuclear guard and response forces; and support shipments of nuclear material that meet IAEA criteria as “weapons-usable” to consolidate and facilitate the disposition of the nuclear material.
Delivery System Threat Reduction (DSTR) (formerly Strategic Offensive Arms Elimination Program [SOAE]):
Under SE, the DSTR program secures and eliminates WMD delivery systems, technology, and supporting infrastructure, and addresses potential WMD delivery system threats through contingency planning pertaining to countries of concern. In Ukraine, DSTR provides secure, safe, ecologically sound, incineration of residual propellant and solid rocket motor (SRM) propellant and the resulting empty motor cases. It also supports a controlled environment for storage of the remaining SRMs and movement of the SRMs within and between storage areas pending incineration. DSTR executes the U.S. commitment to Ukraine to eliminate the remaining propellant and SRMs because of Ukraine’s internal reprograming of resources to counter Russian aggression.
Biological Threat Reduction Program (BTRP):
BTRP protects the United States, its Armed Forces, and our allies from biological threats by strengthening the capabilities of partner nations and the international community to prevent, detect, and prepare for infectious disease outbreaks.
The program implements activities to prevent the proliferation of biological weapons (BW); BW components; and BW-related materials, technologies, and expertise. BTRP facilitates activities that improve detection and reporting of biological pathogens or other early warning indicators for dangerous disease outbreaks, regardless of whether such diseases are naturally occurring, accidentally released into the environment, or caused by biological weapons.
Proliferation Prevention Program (PPP):
PPP builds partner countries’ capacity to prohibit illicit trafficking of WMD, and related components, and technology. PPP assists partner countries to develop self-sustaining, multi-agency capabilities to prevent, deter, detect, and interdict the illicit trafficking of WMD materials, components, and technologies across their borders, and to support attribution in order to deny adversaries the perceived benefit of WMD use. PPP also expands the capability of partner nations to prevent proliferation of WMD, related materials, and dual-use item by reducing trafficking by state and non-state networks.
Other Assessments/Administrative Costs Program (OAAC):
The OAAC program supports small CTR offices at embassies across the globe and the Operational Evaluations (OE) program, which ensures utilizing CTR’s assistance for its intended purpose and administers efforts both efficiently and effectively. OAAC also provides advisory, assistance, and administrative support to the CTR program. Additionally, OAAC funds management for worldwide CTR contracted logistics support and travel by DTRA and stakeholder personnel not in support of a single CTR program.
(16) Place of Performance: CTRIC IV requirement is a highly complicated and sensitive overseas requirement that poses execution challenges in the form of international treaties and agreements, local laws, diplomatic factors, and foreign taxes with the anticipated place of performance for all CTRIC IV task orders being performed outside the U.S. and its outlying areas.
(17) Set-Aside Status: IAW FAR 19.502-2(b), DTRA is not required to Set-Aside this acquisition for small business. The Government anticipates multiple contract awards resulting from the solicitation.
