Emily Story

Civil Engineer/Technical Level III

Ms. Story is a civil engineer with experience with lead service line inventory assistance programs, asset management, condition assessment, stormwater and green infrastructure design and providing engineering services during the construction phase services.

Canvassing Coordinator, Lead Service Line Inventory Assistance Program, California

Environmental Protection Agency (CA EPA), California. Ms. Story planned and coordinated the details for conducting site visits to systems with connections listed as

“unknown” in their initial or current inventory. She assigned staff to each system according to their availability and location, communicated directly with the system contact to schedule a visit, prepared outreach materials for staff to use during the visits, and assisted with the preparation of the health and safety plan. Ms. Story supported the project manager directly with other tasks including travel budget and coordination, pairing staff based on experience and all things relating to canvassing and site visit planning. She was also the point of contact for over 20 different water systems throughout California. She conducted initial outreach to over 100 different systems, advising them of their eligibility to obtain free assistance with the preparation of their lead service line inventory. Ms. Story then began working with the systems who had indicated their interest, collecting as-builts, maps, addresses, and any other relevant information on file for each water system. She oversaw the initial preparation of each inventory, and interpreted available data to further populate each inventory.

Project Engineer, Lead Service Line Inventory Assistance Program, Arizona

Department of Environmental Quality (ADEQ), Arizona. Ms. Story was the point of contact for 16 different water systems in Pima County, AZ where she communicated directly with each water system point of contact (including 2 Spanish speaking communities) and coordinated with them to obtain documentation and prepare an inventory detailing their service lines. Ms. Story interpreted as-built drawings, well registration records, tax assessors' data, and any other relevant documentation to produce a complete inventory demonstrating the service line materials, construction year, and other characteristics in as much detail as possible.

Project Engineer, Lead Service Line Inventory Assistance Program, Nevada

Department of Environmental Protection (NDEP). Ms. Story assisted with the preparation of inventories for 3 different water systems in Nevada, following an extremely expeditious schedule of less than 6 weeks from initial contact attempt until the EPA submission deadline. Ms. Story conducted several rounds of outreach to the system contacts and gathered relevant information for inventory preparation, and then populated draft inventories given this data. She also oversaw the preparation of inventories for her teammates with less experience in the lead service line inventory area.

Project Engineer, Turf Replacement Design Services, Los Angeles Department of

Water and Power (LADWP), Los Angeles, California. Ms. Story aided in the scheduling of clients for their home consultations with our team of landscape architects, coordinating appointment times and connecting each client to their respective designer. She also

Emily Story reviewed and approved CAD designs of each client’s home and project area to be utilized by the landscape designers.

Project Engineer, Owens Lake Emergency Response Project, Los Angeles Department of Water and Power (LADWP), Inyo County, California. Ms. Story provided onsite engineering inspection support during construction for an emergency response flood and asset protection project at remote worksite with harsh conditions and 10-12 hour workdays. She was in continuous communication with the contractor while on site, providing feedback and clarification when necessary, and produced daily reports detailing the work completed each day. Ms. Story also led the preparation of the final closeout report for this project and coordinated with the client representative, project manager, lead construction management representative, and designers from CDM Smith to create a report encapsulating the entire year’s worth of work completed.

Project Engineer, Lankershim Greenstreets Corridor, Los Angeles Bureau of

Engineering (LABOE), Los Angeles, California. Ms. Story assisted with the creation of three alternatives for the potential arrangement and types of best management practices that would meet the client’s stormwater goals and budget and incorporated them into geographic information systems to present these different options to the client. She used

NavigateLA and Google Earth to verify the locations of all underground and overhead utilities and adjust the proposed locations of catch basins and dry wells according to this information. Ms. Story performed calculations to determine the sizing of catch basins and water quality inlets based on flow distribution data from the Hydrology and Hydraulics report.

Project Engineer, Watershed Management Annual Report, Los Angeles Sanitation and Environment (LASAN), Los Angeles, California. Ms. Story managed and interpreted data from municipalities and assisted with the preparation of the annual and semi-annual reports for four watersheds within the Los Angeles Area. She has also worked with the team to update the client’s website with the updated information from each new reporting period in both English and Spanish and helped update and prepare several other translated documents detailing the information from the semi-annual report.

Project Engineer, Wet Weather Monitoring Support, Larry Walker Associates (LWA), Los Angeles, California. Ms. Story assisted with the field work component of this project by collecting stormwater samples at 4 different sites throughout the San Fernando Valley and using a water quality probe to test for a variety of criteria. This data was recorded at each site, and a sample from one site was collected and transported to the lab at Hyperion for further testing. Photos and observations of the flow spread, depth, and other characteristics were also recorded at every site. Ms. Story and her team were also responsible for the troubleshooting of the auto-samplers at these sites when they returned errors or were functioning improperly. Because the mobilization for testing is dependent on forecasted rain events which are inherently uncertain, Ms. Story was on call for field work for entire days at a time, with the call for mobilization often occurring in the early hours of the morning, between 4:00 and 5:00AM.

Cassidy Chang

Environmental Engineer/Technical Level III

Ms. Chang is an environmental engineer with experience with lead service line inventory assistance programs, asset management, stormwater compliance and database management. Ms. Chang joined the CDM Smith team as an intern prior to joining full time after completing her bachelor’s degree in environmental engineering.

Project Engineer, Lead Service Line Inventory Assistance Program, California

Environmental Protection Agency (CA EPA), California. The State provided a list of over 700 public water systems (PWSs) that did not meet the requirement for all community and non-transient non-community public water systems to create a lead service line inventory to identify the materials for every service line in their water service area by October 16, 2024. Ms. Chang has been coordinating the distribution of the PWSs among team members for contacting to assist with preparing their lead service line inventories. Ms. Chang tracks progress and performs quality checking of documentation.

She has prepared standard operating procedures (SOPs) for the team to follow for contacting PWSs, completing lead service line inventories and field inspections. Ms. Chang is responsible for submitting inventories prepared by the team into the State’s database, WBKey.

Project Engineer, Lead Service Line Inventory, Arizona Department of

Environmental Quality. As part of the Lead and Copper Rule (Safe Drinking Water Act), EPA is requiring all community and non-transient non-community public water systems to create a lead service line inventory to identify the materials for every service line in their water service area by October 16, 2024. In response to this challenge, ADEQ is providing technical support to small systems to comply with the new regulations. CDM Smith is partnering with ADEQ to aid over 200 small systems inventory their lines and report results to both ADEQ and EPA. Ms. Chang worked with multiple communities to obtain data on their water systems, prepare the inventories and upload the inventories into

ADEQ’s database program, 120Water.

Ms. Chang conducted several rounds of outreach to the system contacts and gathered relevant information for inventory preparation, and then populated draft inventories given this data. She also oversaw the preparation of inventories for her teammates with less experience in the lead service line inventory area.

Project Engineer, City of Phoenix Aviation Department Stormwater Compliance
