About this file

This document is a letter from CDM Smith to the Arizona Department of Environmental Quality (ADEQ) regarding data storage requirements for a statewide contract. The letter involves discussions between ADEQ, the Arizona Department of Homeland Security (ADHS), and CDM Smith, and addresses the data storage and management approach for the Statewide Lead Service Line Consultant Services contract (Solicitation No. RFP BPM004287).

CDM Smith proposes to store and process state data using two AZRAMP-authorized cloud platforms: Google Cloud Platform (GCP) and Microsoft Azure. The data storage strategy includes using Trinnex (a CDM Smith subsidiary) for software and file storage, with ADEQ able to directly upload records to Trinnex's folder. Additional cloud services from Oracle, LoadSpring, and Ecosys will be used for project management activities, but these platforms will not store state data. CDM Smith commits to maintaining AZRAMP compliance for the entire contract duration or for as long as they handle state data, whichever is longer.

Re: Data Storage Requirements for State Data Solicitation No. RFP BPM004287 Statewide Lead Service Line Consultant Services

Dear Ms. Forbin, This letter documents our understanding of the outcome of the discussions between Arizona Department of Environmental Quality (ADEQ), Arizona Department of Homeland Security (ADHS) and CDM Smith on February 15 and February 23, 2023.

ADEQ requires its vendors to comply with ADHS’s requirements for storing state data, including confidential (non-public) state-owned data and public state-owned data. These requirements include storing state data only on cloud services authorized by the Arizona Risk and Authorization Management Program (AZRAMP).

CDM Smith, including its wholly-owned subsidiary Trinnex, proposes to store and process state data in the Google Cloud Platform (GCP) and Microsoft Azure per the data map shown in Figure 1. Both these platforms are AZRAMP authorized.

It should be noted that CDM Smith will use cloud services provided by Oracle1, LoadSpring2 and Ecosys3 for project management activities. These activities do not require state data to be uploaded to or stored on these platforms.

CDM Smith will meet the requirements for AZRAMP for the entirety of the contract or for as long as CDM Smith will be storing, processing, transmitting, or otherwise handling State data; whichever is longer.
