Audrey Feather
GIS Specialist/Technical Level II
Ms. Feather is skilled in ESRI products. She is proficient in ArcMap and has experience in
ArcPro. She has been a part of Letter of Map Revision (LOMR) map production since June of 2018 where she started at CDM Smith. Since then, most of her work has revolved around LOMR map production. She also has experience in figure production for various different projects. Additonally, she has gained fieldwork expereince through Utility
Infrastructure and Condition Assessment Program (UICAP) deployments.
Map Production, LOMR, CWCB, FEMA, 2019-Current.
Ms. Feather works closely with a team of engineers to update floodplains. Ms. Feather follow a specific set of rules to develop figures that follow FEMA standards. Along with figure development, this process consists of database management, CAD interpretation, and proficiency in ArcMap and ArcPro.
UICAP, San Diego, California and Okinawa, Japan, 2022-2023.
Working as part of four teams of two, Ms. Feather was part of a team that utilized a tablet to collet basic attributes (manufacturer, model, condition, etc.) about various assets (fire hydrants, exterior lights, water treatment plants, etc.) on different Marine bases in the area. Ms. Feather related the “on the ground” data to what had previously been collected.
National Shoreline Management Study 2021-2022.
Ms. Feather mapped spots of sea level rise (long term and short term) along the east coast of the United States ranging from North Carolina to Florida. To complete this task, Ms. Feather was provided authority to develop the figures to properly display the data in order to make the information easy to interpret.
Giant Garter Snake (GGS) Analysis, 2021-2022.
Ms. Feather worked closely with biologists to outline areas representing Giant Garter
Snake habitats within the stream extents (i.e., habitat areas) using provided polylines.
Additionally, Ms. Feather created a 50 meter buffer to determine which farmers/land owners would be affected. Along with this analysis, Ms. Feather produced figures to show these areas of interest.

Final Map Production and Distribution
Ms. Miller has prepared the final products for QR 5/7 for four County digital flood insurance rate maps (DFIRM) in Region 08: Steele, ND, Ouray, CO, Wheatland, MT, and
Missoula, MT. She has updated several DFIRM layers for Final format, including
S_FIRM_Pan, Study_Info, and metadata. Ms. Miller has created, updated, and geo-referenced FIRM indexes. She has updated map service center (MSC) paperwork and flood insurance studies (FISs). Ms. Miller has uploaded these updated products to the Mapping
Information Platform (MIP) and worked through validation checks and warnings to achieve a passed validation run.
FEMA DFIRM Base map Data Capture
Ms. Miller has developed the base map data for four County DFIRM in Region 06: Harper, OK, Latimer, OK, Trinity, TX, and Oklahoma City, OK. She has utilized Texas and Oklahoma
GIS Data Clearinghouses to download data from various government agencies. She then manipulated the original data to get it into the standardized DFIRM format. Ms. Miller developed layers like S_Trnsport_Ln, S_Pol_Ar, S_Wtr_Ln, S_Wtr_Ar, S_PLSS_Ar, S_FIRM_Pan, S_Base_Index, L_Comm_Info, and Study_Info.
Prior to CDM Smith
Southern New Hampshire University
Ms. Miller was an undergraduate adjunct professor in the with Southern New Hampshire
University (SNHU) on-line school. Ms. Miller taught four classes related to GIS, digital image processing, and geography.
Ms. Miller updated all the course content for GEO-450, Spatial Awareness, to reflect the school’s migration from ArcMap to ArcGIS Pro. Specifically, Ms. Miller created six tutorials and six assessments. She also updated all external media referenced in these documents.
Ms. Miller helped alter concepts from the previous course version, to better reflect ArcGIS
Pro concepts. She worked on a team with two instructional design professionals and an outside reviewer to execute the migration.
McClelland Consulting Engineers, Inc.

Miller transferred over 500 separate data spreadsheets into a GIS format. With over
100,000 points of survey data, she manipulated the data to only show necessary information in pop-ups and with intuitive symbology. She created privacy measures to protect the data and she found solutions for slow processing issues.
