About this file

This is an Award Recommendation Notice issued by the Michigan Department of Health and Human Services' Bureau of Grants and Purchasing regarding RFP 491-200000002444 for fundraising and auction event management services for the Children's Trust Fund (CTF). The solicitation sought a contractor to provide comprehensive fundraising services and manage signature auction events. The RFP was posted on September 30, 2020, with a proposal due date of October 21, 2020. Two bidders submitted responsive proposals: Prues Hecker LLC and Capitol Fundraising Associates. The contract term is three years with up to two one-year renewal options. The evaluation committee, consisting of four voting members including the CTF Director and Board Chair, assessed proposals using a 100-point technical scoring rubric weighted across product quality (40 points), service capabilities (20 points), vendor questions (15 points), and prior experience (25 points).

Capitol Fundraising Associates received the award recommendation with a total score of 93 points and a proposed price of $6,000 per month, totaling $216,000 for the three-year contract term. This represents a significantly lower cost than the competing bidder, Prues Hecker LLC, which scored 83 points and proposed $10,500 per month ($378,000 total). Both bidders met the responsive and responsible vendor requirements, though Capitol Fundraising Associates demonstrated superior technical performance, particularly in service capabilities and prior experience. The award is pending State Administrative Board approval. Unsuccessful bidders are encouraged to schedule debriefing sessions with Solicitation Manager Mike Roesner to understand the State's evaluation rationale.
