TANK SYSTEM AND ASSOCIATED PIPING THICKNESS AND TIGHTNESS TESTING

AT THE CHEMICAL TRANSFER FACILITY (CTF), BLDG E3832

AND

MUNITIONS ASSESSMENT AND PROCESSING SYSTEM (MAPS) FACILITY, BLDG E1457

ABERDEEN PROVING GROUND (APG) MD 21010

1. INTRODUCTION

The U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) Chemical Transfer Facility (CTF) is a repository for research and development stock of toxic chemical agents. The facility includes a critical system of storage tanks and piping. State regulations require that the storage tank system be tested for thickness and tightness every two years.

DEVCOM CBC’s Munitions Assessment and Processing System (MAPS) facility is a multi-component technology designed to drill, drain, decontaminate and detonate waste chemical munitions and other similar items. The facility includes tanks and piping to move and store hazardous waste. State regulations require periodic tank system integrity assessments.

1.1 BACKGROUND

The CTF has a system of storage tanks and piping. The Code of Maryland Regulation (COMAR) and Maryland’s Controlled Hazardous Substances permit #A-190 requires this system be tested for thickness and tightness every two years. The system was last tested in June 2020.

The MAPS has a system of storage tanks and piping. The COMAR and Maryland’s Controlled Hazardous Substances permit #A-190 requires periodic integrity assessments every three years. The system was last inspected in June 2020.

1.2 OBJECTIVE.

The objective of this contract is to conduct thickness and tightness testing on the CTF storage tanks and piping, conduct formal external inspections of the tanks, a formal visual inspection and hydrostatic testing of the piping system at the MAPS, and received the resulting reports.

The report shall also propose any performance measures, subject to Government review and approval, which will effectively demonstrate whether the objectives are being achieved.

4.0. SCOPE OF SERVICES. The U.S. Army Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC) requires Thickness and Tightness Testing of the CTF tank system and associated piping equipment to ensure sufficient structural strength, as required by the Resource Conservation and Recovery Act (RCRA) Permit and the Code of Maryland Regulation (COMAR) 26.13.05.10D(4). The Chemical Transfer Facility is Building E3832 on the Edgewood Area of Aberdeen Proving Ground. The street address is 8897 Guard Street, Aberdeen Proving Ground, Maryland 21010.

The CTF tanks include a reactor tank (500 gallon), a sump tank (600 gallon), a receiving tank (1800 gallon), and two final hold tanks (1800 gallon each). The reactor tank, receiving tank, and the two final hold tanks are above ground. The sump tank is below floor level, but the contractor will not be required to access that area. These 5 non-insolated tanks will not be empty during testing. These 5 tanks require external inspections including American Petroleum Institute (API) Standard 653 (Tank Inspection, Repair, Alteration, and Reconstruction), API Standard 570 (Piping Inspection Code), and Steel Tank Institute (STI) Standard SP001 (Inspection of Aboveground Storage Tanks).

Additional description regarding the piping connected to the tanks that must be tested are as follow: The hazardous waste piping consists of 3" carbon steel piping, 2" carbon steel piping, 2" stainless steel piping, 1-1/2" stainless steel piping, 1" stainless steel piping, and 3/4" stainless steel piping. All piping is above grade.

The MAPS facility is Building E1457 on the Edgewood Area of Aberdeen Proving Ground. The street address is 9026 Ricketts Point Road, Aberdeen Proving Ground, Maryland 21010.

The MAPS tank system includes two fiberglass reinforced plastic tanks (300 gal each), three stainless steel tanks (332 gal each) and associated piping. These tanks will be empty during testing. These five tanks require formal external inspections in accordance with STI Standard SP001 (Inspection of Aboveground Storage Tanks). The hazardous waste piping system requires a formal visual inspection in accordance with API-570 and pressure testing in accordance with API 570 Section 5.8.2 and applicable requirements in COMAR 26.13.05.

The MAPS facility is located on a secure area of APG. The contractor shall ensure that all employees conducting service visits provide information required for background checks to meet access requirements to secure areas on APG.
