About this file

This Statement of Work outlines requirements for maintenance and repair services for a Bruker AVANCE NEO 600 MHz Nuclear Magnetic Resonance (NMR) system at the U.S. Army Dugway Proving Ground's Combined Chemical Test Facility (CCTF) in Utah. The system, valued at $1.5M with ID #10275775, is used for monitoring chemical agent synthesis and purity testing.

The contract requires an OEM-certified Service Engineer to provide comprehensive maintenance including annual preventative maintenance, three liquid helium fills per year, coldhead replacement, and repairs as needed. Coverage includes multiple system components: console, magnet, cryoprobe, probes, cryoplatform, sample changer, and cooling unit through Labscape Comprehensive service. The contract spans a base period (April 1, 2025 - March 31, 2026) and four one-year option periods through March 31, 2030, with an additional option extending to October 31, 2030. The contracting agency is the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood under solicitation number W911S6-25-Q-A001.

Scope of Work

U.S. ARMY DUGWAY PROVING GROUND

WEST DESERT TEST CENTER

DUGWAY, UTAH 84022-5000

1. Subject: NMR Service Contract Required to maintain AVANCE NEO 600 MHz NMR located at the CCTF.

2. Final Delivery Location: West Desert Test Center, U.S. Army Dugway Proving Ground, Utah.

3. Key Personnel from Dugway Proving Ground:

· Richard Phan (richard.m.phan.civ@army.mil)

· Travis Losser (travis.w.losser.civ@army.mil)

Scope Of Work Required:

· The Combined Chemical Test Facility (CCTF) at DPG currently uses the Bruker AVANCE NEO 600 MHz NMR with system ID 10275775 for monitoring the progress of the synthesis of chemical agent and to measure the purity of chemical agent for use in testing. The high-resolution NMR is a high-investment ($1.5M) chemical analysis instrument that is very complex and can only be adequately serviced and repaired by the manufacturer. Regular repair and maintenance are required to ensure continuous operation. The NMR cryoplatform requires yearly maintenance that includes the replacement of the coldhead. The coldhead has a limited lifetime of approximately 1 to 1.5 years and requires yearly replacement by an OEM certified Service Engineer.

· The CCTF requires an NMR service contract, so that an OEM certified Service Engineer can provide annual preventative maintenance, 3 liquid helium fills per year, and perform repairs as needed. The CCTF does not have any personnel that are trained to perform these functions. Therefore, the NMR service contract is required to keep the NMR operating properly. Without service on the NMR, this complex and expensive instrument will ultimately fail, leaving CTD without the ability to synthesize chemical agent and perform purity analysis of the chemical agent required to support CBRN testing at the CCTF, MTF, and 3445.

· This proposed action is to obtain an original equipment manufacturer (OEM) support covering all parts and a certified technician’s labor, travel expenses and on-site visits to maintain the Bruker AVNEO 600 MHz NMR system, system ID # 10275775 with the following items:

a) Labscape Comprehensive - Console coverage

b) Labscape Comp Magnet coverage w/3 Helium Fills per year

c) Labscape Comp CP BBO 600S3 BBF-H-D-05 Cryo Probe

d) Labscape Comp PA BBO 600S3 BBF-H-D-05 probe coverage

e) Labscape Comp PH MASDVT600S3 BL3.2 probe coverage

f) Labscape Comp Cryoplatform coverage

g) Labscape Comp SampleCase sample changer coverage

h) Labscape Comp BCU II Cooling Unit coverage

· The contract schedule is as follows:

Base period: April 01, 2025 to March 31, 2026 Option period 1: April 01, 2026 to March 31, 2027 Option Period 2: April 01, 2027 to March 31, 2028 Option Period 3: April 01, 2028 to March 31, 2029 Option Period 4: April 01, 2029 to March 31, 2030 52-217-8 : April 01, 2030 to October 31, 2030
