About this file
This is a Request for Proposals (RFP) issued by the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) located in Coos Bay, Oregon. CTCLUSI seeks qualified consulting firms to evaluate, design, and initiate development of an Improved Forest Management (IFM) forest carbon project on approximately 14,742 acres of Tribal forestlands across five southwestern Oregon counties (Lincoln, Lane, Douglas, Coos, and Curry). The project encompasses three primary tasks: conducting a technical and financial feasibility assessment of the IFM carbon project; developing a carbon project and forest inventory framework meeting registry requirements; and providing initial project development support including inventory collection oversight and carbon quantification. Deliverables include feasibility assessments, carbon credit estimates, financial analyses, project designs with boundary mapping, forest inventory designs, inventory quality assurance documentation, and updated financial projections. The RFP opened June 30, 2026, with questions due by July 15, 2026 at 2:00 p.m. PST, and proposals due July 22, 2026 at 2:00 p.m. PST. CTCLUSI will issue notice of intent to award by July 24, 2026, with an anticipated project start date of August 1, 2026. The project scope is expected to be completed within approximately six months, subject to field conditions and data availability. The contract does not include full project development, registry listing, validation, verification, or carbon credit issuance, which may be procured under future agreements.
Proposals are submitted via email to Ana Abarca, Forestry Program Coordinator, at aabarca@ctclusi.org and procurement@ctclusi.org. The RFP requires a single not-to-exceed cost proposal. A critical qualification requirement mandates that proposers demonstrate direct experience assisting federally recognized Tribes with the development, registration, or listing of carbon offset projects under the Washington Cap-and-Invest Program; failure to meet this minimum qualification may result in proposal rejection as non-responsive. Preferred qualifications include previous work with federally recognized Tribes, knowledge of Tribal Forest Management Plans and the Indian Trust Asset Reform Act (ITARA), and demonstrated success issuing improved forest management credits under Washington's Climate Commitment Act. Proposals are scored on a 100-point basis: Experience & Qualifications (20 points), Methodology & Understanding (20 points), Cost Competitiveness (30 points), Project Timeline (20 points), and Indian Preference (10 points). Indian Preference applies to federally recognized Indian tribes and Indian-owned enterprises with at least 51 percent Indian ownership. Proposals must be valid for 90 days from the due date. All proposal preparation costs are the responsibility of the proposer. CTCLUSI reserves the right to reject any or all proposals in its sole discretion and reserves the right to award without further action should it determine one proposer is clearly most qualified.

| 5. | Qualifications | |
| Because of CTCLUSI participation in the Washington Cap-and-Invest Program involves unique legal, governance, land ownership, cultural, and regulatory considerations that differ significantly from private or corporate landowners, proposers must demonstrate direct experience working with CTCLUSI on projects of a similar nature. At a minimum, the proposer shall provide documentation demonstrating: |
· Successful experience assisting one or more federally recognized Tribes or Tribal entities with the development, registration, or listing of carbon offset projects under the Washington Cap-and-Invest Program.
· Knowledge of Tribal governance structures, Tribal sovereignty, and the unique requirements applicable to Tribal participation in carbon markets.
· Experience coordinating with Tribal leadership, natural resources departments, and other Tribal stakeholders throughout the project lifecycle.

5.1 Minimum Qualification
To be considered responsive, proposers must meet the following minimum qualifications:
The proposer shall have successfully completed at least one (1) project involving a federally recognized Tribe or Tribal entity related to registration, listing, or implementation of a forest carbon project within the Washington Cap-and-Invest Program or a substantially similar Tribal carbon market program. Failure to demonstrate this minimum qualification may result in the proposal being determined non-responsive and removed from further evaluation.
5.2 Purpose of this Requirement:
This minimum qualification is necessary to ensure the selected consultant possesses the specialized expertise required to navigate the distinct legal, regulatory, governance, and operational considerations associated with CTCLUSI participation in the Washington Cap-and-Invest Program.
