PURCHASE DESCRIPTION

TRUNKS, PHYSICAL FITNESS UNIFORM – GENERATION II

This purchase description is approved for use by the Defense Supply Center Philadelphia and is available for use by all Department and Agencies of the Department of Defense.

1. SCOPE. This purchase description covers the requirements for the trunks, physical fitness uniform that is intended for wear by personnel of the Army.

2. CLASSIFICATION. The trunks shall be of one type in the following sizes:

X-Small, Small, Medium, Large, X-Large, XX-Large, XXX-Large

3. SALIENT CHARACTERISTICS.

3.1 Description. The trunks shall be boxer style, black in color, and have a full fitting antimicrobial treated, black lining with elastic sewn to the lining leg openings (see Figures 1 and 3). The trunks shall have an elastic waistband with a front drawstring and barrel lock. The stitching for the elastic waist tunnel shall be two rows; one row shall measure 1/8 inch from the top of the waistband and the second row 1 +/- 1/16 inch from the top row of stitching (1 inch gage). The waistband fullness shall be evenly distributed.

The center front and back seams shall be topstitched. The leg outseams shall have two rows of topstitching, ¼ inch gage and shall be V-cut at the bottom. The bottom hems and V-cut shall be turned under, with tow rows of topstitching. Each V-cut shall have a horizontal bartack (21 to 28 stitches) at the top, through both seams allowances. All topstitching shall finish 1/16 inch from folded edge. The trunks shall have an identification card patch pocket on the front right thigh, located above the V-cut, adjacent to the outseam. The pocket opening shall finish 3 – 3 ½ inches wide, with a hook and loop tape closure and a horizontal bartack at the top to secure the pocket. The patch pocket shall have an inside drainage vent consisting of a small sewn eyelet or an opening covered with nylon mini-mesh fabric. The opening of the drainage vent shall not exceed ¾ of an inch. The trunks shall have a jersey nylon/spandex key or change pocket located on the inside right front, 2 to 2 ½ inches from the right side seam and caught in the waistband stitching. The key of change pocket shall finish approximately 2 ¼ inches wide by 3 ½ inches long with a 1 ¼ inch top foldover to encase the packet. A yellow blank rectangular cloth label, 2 by 3 inches in size, shall be caught and sewn into the waistband at center back with the identification label. All stitching shall be 10 -12 stitches per inch. All seams shall start and finish evenly. All seams that junction shall meet within ¼ inch. All thread ends that are visible on the item shall be trimmed to a length of not more than ¼ inch. Repairs such as mends, darns, patches Army trunks-physical fitness PD.docor splices are not permitted on trunks. After completion, the finished trunks shall be thoroughly cleaned and all loose thread, lint, and foreign matter removed.

3.1.1 Reflective lettering. The lower left front shall have the word “ARMY” in reflective silver gray letters, covering an area of 4 inches wide by 1 3/8 inches high (approximate). The color of the lettering shall be a close match to Munsell neutral gray

6.0. The bottom of the letters shall be 1 ¼ +/- ¼ inch from the bottom leg opening, and the top of the last letter (Y) shall be 2 ½ +/- ¼ inches from the outseam (see Figure 2).

The lettering shall be applied by heat transfer method.

3.2 Standard sample. The finished cloth shall match the standard sample for shade and appearance, and unless otherwise indicated, shall be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced.

Standard sample may be obtained from the contracting activity.

3.3 Materials.

3.3.1 Basic material. The basic material for the trunks shall be black plain weave, 2 ply nylon Supplex or equivalent. The material shall conform to the requirements in Table I.

3.3.2 Lining. The cloth for the lining of the trunks shall be black 100% polyester jersey, antimicrobial treated, with moisture management capability and shall conform to the requirements in Table II.

The basic material and lining cloth shall be tested for the characteristics listed in tables I and II, using the testing specified therein. The sample unit shall be three continuous yards full width. The lot shall be unacceptable if one or more units or the lot average fail to meet any test specified test requirements. The sample size shall be in accordance with the following:

3.3.3 Elastic. All elastic for the pants shall be machine washable and dryable. The elastic for the waist shall be 1 ¼ to 1 ½ inches wide, with a black inserted drawstring.

The tunnel opening for the drawstring shall be on the inside of the waist. The elastic for the lining leg openings shall be approximately 3/16 to ¼ inch wide, black.

3.3.4 Drawstring barrel lock. The barrel lock for the waist drawstring shall be black plastic, American Plastics style number EC-66 or equal. The lock shall prevent the drawstring from pulling into the waist tunnel.

3.3.5 Thread. The thread for all seaming stitching shall be in accordance with standard commercial practice. The color of the thread shall be a good match to the basic material.

The finished thread shall have no chemical finishes or treatments, other than those commonly used on commercial threads.

3.3.6 Reflective materials. The “ARMY” letters on the front of the trunks shall be visible for a distance of at least 25 meters in pre-dawn, dusk and night conditions when placed within an area of 45 degrees on either side of the centerline of vehicle headlamp on low beams. In addition, reflective materials will appear reflective at pre-dawn, dusk and night conditions registering 4.0 candelas/lux per square meter or greater at 0.2 degree observation angle and exhibit this property through a 45 degree rotation. Reflective materials must meet the above requirement through at least 100 launderings and heat transfer letters shall not show any sign of delamination or peeling after 15 launderings using the same laundering procedure as cited for Dimensional Stability. A certificate of compliance will be acceptable for this requirement. (see 5.1.1).

3.4 Labels. A commercial type label shall include size, contractor’s name, contract number, National Stock Number (NSN), fiber and laundering (care) information, as noted below. The label shall have “good” colorfastness to laundering when tested in accordance with AATCC-61, “Machine wash, cold water with mild detergent, cold rinse.

Tumble dry low temperature. Do not use bleach, do not iron.”

3.4.1 Bar code label. Each item shall be individually bar-coded with a paper tag for personal clothing items. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The paper used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener. The tags shall be clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). There shall be a 12 digit UPC number assigned for all NSNs by the contracting activity. The initials “UPC” must appear beneath the code. The bar code for NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specified and so it causes no damage to the item. This UPC code must also be placed on all shipping cartons on which the NSN appears.

3.5 Figures. Figures 1 through 3 are furnished for information purposes only. To the extent of any inconsistencies between the written purchase description and the figures, the written purchase description shall govern.

3.6 Finished measurements. The trunks shall conform to the finished measurements (given in inches) in Tables III and IV.

(G) ½ Leg opening min. stretch: Measure from folded edge to folded edge of leg opening with elastic fully extended.

4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph

23.403 of the Federal Acquisition Regulation (FAR).

5. QUALITY ASSURANCE PROVISIONS

5.1 Product conformance. The products provided shall meet the salient characteristics of this purchase description, and shall conform to the producer’s own standards and quality assurance practices. The Government reserves the right to require proof of such conformance.

5.1.1 Certificate of compliance. Where certificates of compliance are submitted, they shall contain verifiable actual test and inspection data. The Government reserves the right to inspect and test the material or components to verify the validity of the certification.

5.2 Visual examination. Each trunk shall be examined for the following defects:

5.2.1 Defects. Any hole, cut, tear, mend, drop stitch, loose knit, miss knit, slub, streak, knitted in waste; any permanent fold, pleat or crease; any component part omitted, damaged, full, tight or twisted; any seam puckered, distorted pleated, irregular, or open, raw edge, loose or tight stitching, needle chew, any part of trunks caught in unrelated operation or stitching, waistband fullness not evenly distributed, waistband curling, printing for “ARMY” letters (including edges of letters), misplaced, smeared or not clean and neatly applied, letters peeling; any shaded part, discoloration or color not as specified; any spot, stain, or foreign matter; any thread breaks, thread ends not removed, any material defects, distorted parts or poor workmanship, design not as specified; any measurement of item not as specified; label(s) missing, incorrect, or illegible, bar code or UPC code label omitted or not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar code not visible on folded, packaged item; bar code label causes damage to the item; any items not packaged in accordance with the contract or purchase order.

5.3 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order.

6. PACKAGING.

6.1 Preservation, packing, and marking. The preservation, packing, and marking shall be as specified in the contract or purchase order.
