Yard by yard examination; from each purchase order a sample of 10% of the total yardage or a minimum 150 yards (use greater yardage) will be pulled for examination. When the total yardage of the roll does not exceed 75 yards, the entire roll will be inspected. When the roll exceeds 75 yards, only the first 75 yards will be inspected. All defects will be defined utilizing section I of FED-STD-4 rev b dated 1964 which are clearly noticeable at the industry standard distance of 3 feet. The defects will be scored utilizing a demerit point system described below. Note (knots and slubs) will only be scored when they exceed level E for slubs and level D for knots utilizing the Sears Fabric

Defect Scale. No linear yardage of one yard or less will be scored more than 4 demerits. The 10% sample will be unacceptable if the points per 100 sq yards of the total yardage exceed 30 points. If one roll exceeds 30 points per

100 sq yards a second 10% sample will be examined for individual roll quality and will be determined unacceptable if one or more rolls exceed 30 points per 100 sq yards.

Equation

Total points scored in sample x 3600 DIVIDED BY fabric width (inches) x total yards inspected EQUALS (=) Points per

100 sq yards

Demerit System:

1 point for defects up to and including 3 inches in any dimension.

2 points for defects exceeding 3 inches but not exceeding 6 inches in any dimension.

3 points for defects exceeding 6 inches but not exceeding 9 inches in any dimension.

4 points for defects exceeding 9 inches in any dimension.

The following defects when present shall be scored 4 points

Objectionable odor

Wavy cloth

Width less than specified

Edge ravels when pulled outward

Slack or tight selvage

Overall uncleanness

Pattern repeat not accurate

Incorrect color anywhere in pattern

Excessive feathering or spew (fuzziness around edges of patterns)

Excessive haloing or trapping (overlapping of colors in patterns)

Length Examination:

During yard by yard examination the lot will be unacceptable if 2 or more rolls are 2 yards short of the roll ticket.

Document referenced: ASTM D-3990-99 (reapproved 2004), Standard Terminology Relating to Fabric Defects

Offerors submitting bid samples for evaluation must also submit the test results with the furnished samples.

The contractor(s) awarded this contract will be required to maintain or exceed the submitted test results for the length of the contract.
