About this file
This is a Justification and Approval (J&A) document for other than full and open competition for the Missile Defense Agency's Threat Systems Engineering - Specialized Products (TSE-SP) contract modification. The document approves a sole-source contract award to Systems Engineering Group (SEG), Inc. for a 2-year base period with three 1-year options, with an estimated value of $26.9M and 184,000 total labor hours.
The contract includes implementation of specific fidelity, runtime, and memory requirements for modeling and simulation tools, including Computer Aided Design models, High Fidelity kinematic models, 3D Scattering Center RF models, and Debris Simulation models. SEG Inc. is identified as the only responsible source, having been the original developer of the proprietary 3DSC modeling process and DebrisSim software. The J&A cites that attempting to procure these specialized products from an alternative source would result in unacceptable delays of at least 18 months. The contract will support various MDA programs including Next Generation Interceptor, Guam Defense System, and Homeland Defense Radar-Guam. To enable future competition, MDA/DE is planning to require a Technical Data Package delivery and is developing a Next Generation Threat Development initiative to promote open architecture interfaces and cloud-based access to threat data.
