Q1: Is there an incumbent for this contract?

Q2: How do you want us to submit the quote?
A2: Complete the attached document CSS_W911S224U5000 and email to the Government Points of Contact.
Q3: Is there rail or water access for delivery for that location?
A3: There is no rail or water access to the delivery location. As stated in the Minimum Technical Requirements, “MATERIAL SHALL BE DELIVERED IN BULK IN SELF UNLOADING TRACTOR TRAILER (FLOW
BOY) STYLE, NO DUMP TRAILERS. ALL LOADS MUST BE ENCLOSED OR TARPED.”
Q4: Who will be offloading the salt? Does the supplier need to or will the employees at the storage facility?
A4: As stated in the Minimum Technical Requirements, “MATERIAL SHALL BE DELIVERED IN BULK IN SELF UNLOADING TRACTOR TRAILER (FLOW BOY) STYLE, NO DUMP TRAILERS.” The Contractor shall offload the salt via self-unloading trailer.
Q5: The quantity needed is 8000 bags of salt, which should weigh 2,000lbs each?
A5: The salt will be purchased by net tons, not bags.
Q6: It says "The government will execute orders on an as-needed basis". What does that mean?
A6: The 8,000 net tons is an estimated quantity for the season. The Government will order 2,000 net tons as needed throughout the ordering period (01 Nov 2023-15 May 2024) with a maximum of 4 orders for a total of 8,000 net tons.
Q7: What is the address where the Road Salt will be gotten to be delivered to Fort Drum?
A7: It is the Contractor’s responsibility to acquire and provide the salt.
Q8: Does this solicitation require a site visit?
A8: No.
Q9: Point number four says when submitting quote electronically I will need Contractor name, address, phone number, and email address. Is this all you need from me as well as my quote?
A9: Please complete document CSS_W911S224U5000 that is attached to the solicitation and email to the Government points of contact.
Q10: Is this product available for a one-time purchase, or can it be scheduled for delivery on specified dates? Also is the 8000 tons an accurate assessment of the required supply?
A10: This order is for up to 8000 net tons. It will be incrementally funded as the Government orders generally 2000 tons at a time. We understand it cannot be done in 1 truck load. The Government will contact the Contractor for delivery and the Contractor has 48 hours to begin delivering the amount specified.
Q11: Page 18, requirement 3 states that - "ALL QUANTITIES SHALL BE DELIVERED IN BULK TONS BY
FLOWBOY TRACTOR TRAILER FOR OFF-LOADING INTO A SALT STYLE STORAGE FACILITY.
BAGGED MATERIAL IN ANY QUANTITY WILL NOT BE ACCEPTED". Yet, on Page 19 it states that - "All deliveries must be palletized when the material exceeds 250lb's, or exceeds 20 cubic feet '' (which we assume most deliveries will). Can you please add clarity to these two statements?
A11: Bagged material will not be accepted. The verbiage on page 18 is correct. The verbiage on page 19 is standard verbiage for supplies that arrive on box type trucks. We have amended the solicitation to remove this verbiage.
Q12: What are the payment terms for this contract? It does not specify this in the contract. Will the government intend to pay for the shipment after the delivery? And if so, on what terms? Net30, Net10?
A12: On page 1 of the solicitation you can fill in what your believe should be the payment terms. Standard payment terms are NET 30. Being that this is a purchase order, the Government can offer the work on its terms and Contractors can either accept the terms and conditions or the Government can move to the next lowest offerer. This requirement will be incrementally funded. Funds will be added for each quantity ordered. The Government will not pay for items until accepted.
Q13: What is the origin of the delivery? From what place to Fort Drum?
A13: The Government does not already own the road salt. The Contractor is required pick up the salt from its supplier and deliver.
Q14: Can you confirm closing date for Fort Drum Road Salt solicitation that was posted October 10th?
A14: The solicitation closes on 24 October 2023 at 10:00 AM EST.
Q15: Do you have idea where that supplier maybe?
A15: No, the Government will not assist a Contractor with identifying a supplier.
Q16: I had a question about the solicitation, I wanted to make sure I'm looking at it right. Is it asking for 8,000 TONS or 8000 LBS?
