DESCRIPTION/BACKGROUND
The United States Space Force Commercial Satellite Communications Office (CSCO) acquires commercial satellite communications (COMSATCOM) services on behalf of mission partners in the United States Department of Defense (DoD) and other entities. CSCO is seeking information from resellers on current offerings and structures for Inmarsat broadband (including any services classified as legacy) and GX services.
Current Mobile Satellite Services (MSS) Blanket Purchase Agreements (BPAs) with Inmarsat resellers for BGAN, fleet broadband (FBB), and swift broadband (SBB) services are structured in 25 Megabits (MB) and 75 MB of standard IP data allowance per month for annual subscriptions. These services are also combined with monthly and annual GX subscriptions.
The Government is seeking information on capable resellers of BGAN and Land-based GX services, and their offering structures.
Future Commercial Satellite Communications Services Acquisition (FCSA):
Per a Memorandum of Agreement (MOA) between DISA and the General Services Administration (GSA) for FCSA, signed July 2009 (in effect through January 31, 2031), COMSATCOM services and supplies will be acquired through the use of Federal Acquisition Regulation (FAR) procedures governing placement of orders against Federal Supply Schedules (FAR 8.4), GSA ID/IQ contracts (FAR 16.505), and per the terms of the MOA. The acquisition strategy for the FCSA vehicles was approved by the Director, Defense Procurement and Acquisition Policy on July 22, 2009. DoD requirements for COMSATCOM services must be competed using one of the FCSA contract vehicles. This RFI is posted on both beta.sam.gov and GSA eBuy; however, only one response is requested from any specific firm, whether responding to the beta.sam.gov posting or the GSA eBuy posting. Small businesses are encouraged to respond.
INFORMATION REQUESTED
Inmarsat Value Added Resellers –

1. Please identify whether your firm is able and/or willing to provide: only BGAN, only GX, or both BGAN and GX services combined.
Global Xpress –
1. Please identify your current GX offerings available on General Services Administration (GSA) Multiple Award Schedule (MAS) 517410 (formerly GSA IT Schedule 70 Special Item Number (SIN) 132-55), including identification of services and terminals available for land-based systems.
