About this file
This document is a Justification for an Exception to Fair Opportunity under FAR Subpart 16.5 for the procurement of Uplift Standing Desks and Dual Monitor Arms to support the Defense Information Systems Agency's (DISA) Enterprise Integration and Innovation Red Team located at Letterkenny Army Depot in Chambersburg, PA.
The key requirements are for one L-shaped 72"Mx78"R Uplift Standing Desk with a height-adjustable keypad, wire and power grommets, and modesty panel, as well as 22 Uplift Standing Desks at 72"x30" with the same features. All desks must have a 250-pound weight capacity, be compatible with front-side undermounts for desktop towers, and accommodate users from 5' to 6'3" tall. Dual monitor arms in black are also required. Market research indicated no other standing desks met all the specific technical and performance requirements. The desks were previously purchased under contract HC102820P0134, and Uplift was determined to be the only brand that could fully satisfy the government's needs.

Uplift Standing Desks
Page 2 of 4 Pages
Uplift Standing desks are needed to furnish the new DISA RTOC in Chambersburg Building 1 for personnel to have necessary physical desktop space to accommodate all Red Team mission systems as well as NIPRNet and SIPRNet equipment while executing various missions. The Red Team workstations have certain needs for power to be available on the top of the desk for 1-off builds, projects and quick access. They also require a grommet from the top down to run all wiring cleanly through the desk to minimize space. Wire management that attaches to the desk would also help to keep a neat workspace and also reduces the space needed for wires. They also require two single monitor arms versus one dual monitor arm as their needs change and are able to move a monitor around or support a larger monitor. Having a sit-stand desk affords the Red Team members the ability to move around more during the work-day rather than be sedentary for hours during required operation events. This should be a firm fixed price contract that will be funded using DWCF funding.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES: The Red Team has requested 1 UPLIFT L-Shaped Standing Desk 72”Mx78”R with return on the right, a keypad to adjust the height of the desk without manual cranking, one wire and one power grommet. This L-Shaped desk needs to also have a modesty panel to assist with wire management, either have 2 single monitor arms with the ability to move monitors around, to hold large monitors or be compatible with installing two separate monitor arms after the fact. The Red Team has also requested 22 of the Standing Desk 72”x30” with a keypad to adjust the height of the desk without manual cranking, one wire and one power grommet. These desks need to also have a modesty panel to assist with wire management, either have 2 single monitor arms with the ability to move monitors around, to hold large monitors or be compatible with installing two separate monitor arms after the fact. All desks are required to be uniform in appearance (similar desktops, colors
– black, etc.) and need to be covered under some type of manufacturer’s warranty. All desks also need to be able to have a weight capacity of at least 250 pounds to support the required equipment that will be housed on each desk and be compatible with front-side undermounts that accommodate at least 40 pounds and are the dimensions of two desktop towers side by side. All desks need to be able to accommodate a user from 5’ tall who is seated to 6’3” tall standing. The Red Team is also requesting Dual Monitor Arms in black which will allow the Red Team to be able to move a monitor around or support large monitors.
4. SUPPORTING RATIONALE FOR BRAND-NAME JUSTIFICATION: The Red Team requires Uplift Standing Desks for their new RTOC. The require one wire and one power grommet along with a modesty panel to assist with wire management. All of the desks need to be able to have a weight capacity of at least 250 pounds to support the required equipment that will be housed on each desk. Each desk will also need to be compatible with front-side undermounts that accommodate at least 40 pounds and are the dimensions of 2 desktop towers side by side. The Red Team had purchased Uplift Standing Desks previously in FY20 under contract HC102820P0134 from and they were able to meet all of the requirements. None of the Standing Desks that were reviewed contained all of the requirements.
Some did not meet the weight restriction of 250 pounds, and some did not meet all of the wiring/grommet requirements.
