SPOT WELDER (TT&E)

TINKER AFB, OK

FA8125-24-Q-0080

The Air Force Sustainment Center’s Maintenance Contracting Branch (AFSC/PZIMA) at Tinker Air Force Base, Oklahoma, intends to award a Firm Fixed Price (FFP) purchase order necessary to perform a one-time, on-base test, teardown, and evaluation (TT&E) of the Spot Welder at the Oklahoma City–Air Logistics Complex (OC-ALC).

Details of the requested service can be found in the Performance Work Statement (PWS).

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is being issued as a request for quotation (RFQ) IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05, Defense Federal Acquisition Regulation Supplement (DFARS) changes effective 25 April 2024, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) Acquisition Circular (DAFAC) 2023-0707.

This acquisition is a 100% Small-Business Set-Aside.

All services will take place on Tinker AFB, OK 73145.

TERMS, CONDITIONS, PROVISIONS, & CLAUSES

Payment terms will, by default, be Net 30, which means the Government has 30 days to pay you after you submit your invoice. You may offer payment discounts for early payment, but this will not be considered in quote evaluation.

Invoices must be submitted in Wide Area Workflow (WAWF) application, which can be found in the Government's Procurement Integrated Enterprise Environment (PIEE; https://piee.eb.mil/). Payment will be made after the invoice is signed in WAWF and after the item is received and accepted by the Government; do not submit invoices until the item has been delivered.

ADDENDUM as prescribed in FAR 12.301(b)(1), is provided for this solicitation and hereby amends any language therein:

All price quotations must be submitted on this CSS form. No other form of quotation will be accepted.

52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition.

ADDENDUM as prescribed in FAR 12.301(c), is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

Price – the Government will award this requirement based on the lowest overall price of all items that meet the government’s technical requirement (to include the needed inspection requirement date of 31 Oct 2022).
