LIBURDI AUTOMATIC WELDING SYSTEMS MAINTENANCE SERVICE

Solicitation # FA813221Q0048

The Air Force Sustainment Center’s Maintenance Contracting Branch (AFSC/PZIMC, 3001 Staff Dr Ste 2S76, Tinker AFB, OK 73145‐3303) at Tinker Air Force Base, Oklahoma, intends to award a Firm Fixed Price (FFP) contract for repair services of the Liburdi Automatic Welding System (LAWS) Maintenance Service located within the Oklahoma City Air Logistic Complex (OC‐ALC). See Section 2 – Supplies/Services and Price.

This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a request for quotation (RFQ) IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021‐07, Defense Federal Acquisition Regulation Supplement (DFARS) changes effective 30 August 2021, and Air Force Acquisition Regulation Supplement (AFFARS) Acquisition Circular (AFAC) 2021‐0726.

TERMS, CONDITIONS, PROVISIONS, & CLAUSES

Payment terms will be Net 30. You may offer payment discounts for early payment, but this will not be considered in quote evaluation.

The Contractor shall submit invoices monthly in arrears of services provided during the previous month using Wide Area Workflow e‐Business Suite (WAWF) Online Application. WAWF can be found in the Procurement Integrated Enterprise Environment (PIEE;

https://piee.eb.mil/piee‐landing/). Complete invoicing information will be found in DFARS Clause 252.232‐7006.

Standard commercial warranties apply.

52.212‐1 INSTRUCTIONS TO OFFERORS – COMMERCIAL

As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

i. All price quotations must be submitted on the Quote Sheet and it must be filled in entirely

ii. Technical and all other submissions can be submitted on a separate document.

52.212‐3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS ‐‐ COMMERCIAL ITEMS.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212‐3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

52.212‐4 CONTRACT TERMS AND CONDITIONS ‐‐ COMMERCIAL ITEMS

52.217‐5 Evaluation of Options.

As prescribed in 17.208(c), insert a provision substantially the same as the following:

Evaluation of Options (July 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

52.217‐8 Option to Extend Services.

As prescribed in 17.208(f), insert a clause substantially the same as the following:

Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 Days.

52.217‐9 Option to Extend the Term of the Contract.

As prescribed in 17.208(g), insert a clause substantially the same as the following:

Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 daysbefore the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 Months.

52.222‐42 Statement of Equivalent Rates for Federal Hires.

As prescribed in 22.1006(b), insert the following clause:

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor ( 29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332.

BASIC YEAR: 01 November 2021 ‐ 31 October 2022

SERVICES, NON‐PERSONAL: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the preventive maintenance (PM) on the Propulsion Maintenance Group’s (PMXG) Liburdi Automatic Welding System (LAWS) located in the Oklahoma City Air Logistics Complex (OC‐ALC), Tinker AFB, OK, in accordance with (IAW) the Performance Work Statement (PWS; Attachment 1). Equipment to be serviced is listed in the Equipment List. (Attachment 2)

The Contractor shall be responsible for ensuring all services, parts, and Original Equipment Manufacturer (OEM) components provided under this contract are IAW the terms and conditions outlined herein and conform to the manufacturer’s equipment specifications and the PWS.

The Contractor shall perform PM 1 time per year on each piece of equipment listed within the Equipment List. Each PM visit shall be coordinated with the Contracting Officer’s Representative (COR).

The Contractor shall provide the COR a copy of the PM schedule within 10 business days after contract award. The Contractor shall notify the COR 7 business days prior to each scheduled PM visit.

INVOICING ‐‐ The Contractor shall submit invoices monthly in arrears of services provided during the previous month using Wide Area Workflow e‐ Business Suite (WAWF) Online Application. WAWF can be found in the Procurement Integrated Enterprise Environment (PIEE;

0002 Liburdi Automatic Welder REMEDIAL MAINTENANCE (PMXG) BASIC YEAR: 01 November 2021 ‐ 31 October 2022

SERVICES, NON‐PERSONAL: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the remedial maintenance (RM) on the Propulsion Maintenance Group’s (PMXG) Liburdi Automatic Welder located in the Oklahoma City Air Logistics Complex (OC‐ALC), Tinker AFB, OK, in accordance with (IAW) the Performance Work Statement (PWS; Attachment 1). Equipment to be serviced is listed in the Equipment List. (Attachment 2)

In accordance with DFARS Clause 252.217‐7028, the Contractor shall provide over and above (O&A) labor and materials for work within scope in support of regaining full operational capability status of the Liburdi Automatic Welders. The contractor shall not initiate work prior to receiving Contract Officer authorization.

All commercial travel costs shall be reimbursed directly to the contractor in accordance with FAR 31.205‐46 and will be based closely on rates found in the Joint Travel Regulations (JTR). The contractor shall be reimbursed the current Per Diem rate (Lodging, Meals and Incidentals) for Tinker AFB, OK provided the Government determines it to be fair and reasonable. Airfare and Car Rental shall be reimbursed at cost and shall be supported by proof of payment (receipts).
