Title: Electromechanical Test Frame System

Scope1.0

1.1 Historically, C/612 has relied on novel testing method. In 2019 testing began utilizing a unique non-standard test in which a material's susceptibility to environmental cracking can be determined relatively quickly, 2-14 days rather than 10,000 hours via historical testing. Recent programs, such as alloy development (SSNX) and additive manufacturing (MIB), have pushed the Navy into a realm of altering processes and heat treatments of materials that have not been used in marine environments. There has been a sharp increase in demand for this environmental susceptibility testing. While current hydraulic systems have performed the test adequately, the 18% failure rate from facility instabilities has become untenable. Also, high fidelity displacement control over long duration testing is now essential to clearly distinguish differences between similar materials. This purchase supports future platform materials testing sponsored by PMS 351, Subtask 6.2F of TPS #351T-NSWC CD.

Task2.0

2.1 The contractor shall provide and commission a 100kN (20kip) electromechanical test frame complete with active feedback control, top mounted actuator/gearing to safeguard from corrosion, test and control software/licenses, uninterruptible power supply (UPS), and, test system calibrations, operational verification and training.

Minimum Specifications3.0

3.1 The contractor shall provide the following

3.1.1 100kN electromechanical complete Test Frame (20kip)

3.1.2 Cross head mounted actuator or gearing/drive train mounted above test space to remove critical components/electronics at the base (bottom) of the test frame as a safeguard against potential corrosive contamination

3.1.3 Test system shall have closed loop feedback control

3.1.4 Minimum Speed 0.000002in./min

3.1.5 Maximum speed 1in./min or more

3.1.6 120VAC Power

3.1.7 Test Control Software (No Computer) to perform basic ASTM tension/compression/slow-strain rate tests

3.1.8 Uninterruptible Power Supply (UPS) for test frame

3.1.9 Ability to be controlled by external source (+/-10V analog)

3.1.10 Special grip adapters and accessories for existing NSWCCD fixturing to include female threaded couplings at both the bottom (base) and the top (load cell) connections of the test system

3.1.11 Installation and calibration of testing equipment, LVDT and Load Cell

3.2 The contractor shall provide the following as part of the basic system delivery:

3.2.1 Installation and commissioning of one (1) electromechanical test frame, physical setup, system calibration, and demonstration of operational verification to the contract TPOC before the Government's final acceptance.

3.2.2 On-site (at Naval Surface Warfare Center Carderock Division) training for five (5) government employees to include comprehensive hands-on training in system operation, routine maintenance, and troubleshooting for designated Code 612 personnel.
