PERFORMANCE WORK STATEMENT (PWS)
XM-19 Forging Qualification Article
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide the materials and services per the specifications in this performance work statement. The contractor shall melt, forge, heat treat, machine, and test an R&D shafting qualification article of alloy XM-19 (UNS 20910). Conformance testing shall include Tensile, Charpy-V-Notch, Ultrasonic Inspection (UT), chemical analysis, and metallurgical (micro/macrostructure) evaluation. The specific production and testing requirements are detailed below.
2.0 BACKGROUND: The NSWCCD Code 612 performs research and development along with operational support in the areas of metallic material qualification, production, and sustainment of Navy platforms. This task includes in-service engineering and R&D support to the Navy shafting community and various Navy acquisition program offices including PMS397, PMS450, and PMS351. The PMS351 program office has tasked Code 612 and the Advanced Propulsor Management Office, Code 808, to conduct research and development of alternate high-performance materials for propulsion shafting applications to improve operational availability and sustainment of future Navy platforms. Manufacturability assessments and first article testing evaluations are an essential aspect of qualifying new materials for use in-service. To support this effort, forging articles of various size scales are required to assess if the alloy can be manufactured at full production scale and evaluate if the material is able to meet Navy performance requirements.

3.0 OBJECTIVE:
3.1 Qualification Test Article: The contractor shall provide a qualification test article forging to support full-scale feasibility assessments for future Navy propulsion shafting applications. The contractor shall use and document industry best practice in the manufacture of the forging defined within this performance work statement. This qualification test article is the first in a series to assess manufacturing feasibility of XM-19 (UNS 20910) for use in Navy propulsion shafting applications.
Changes made to the approved production plan shall be agreed upon between the government POC and the contractor prior to commencement of subsequent production operations. Agreement shall be documented via email correspondence.
3.2 Marking of Qualification Articles: All physical qualification articles shall be marked with a unique ID traceable throughout the entirety of the manufacturing process, such that all test samples and associated test data can be traced to a specific processing history. Records and physical markings shall also be utilized for tracing physical location of test specimens to their extraction locations, placement of items within heat treatment furnace loads, cast items to their position within the mold /flask (CDRL A002).
3.3 Test Article Target Yield Strength: The target yield strength of the test article shall be 50 ksi.
This target is a minimum requirement; yield strength in excess of 50 ksi is technically acceptable, however, is not expected in the section size and heat treatment condition of interest.
3.4 Production Requirements:
3.4.1 ( CLIN 0001) Ingot Manufacture: The contractor shall acquire and/or pour a big end up ingot of approximately 68,000 lb of stainless steel grade XM-19 (UNS 20910).
Adjustments to specification composition ranges may be acceptable when deemed appropriate to meet mechanical property targets. Any changes to chemical composition outside of standard practice must be agreed upon between the contractor and Government Point of Contact prior to commencement of ingot/forging production. The ingot shall be supplied from a single ladle pour from an Electric Arc Furnace (EAF) followed by secondary melt ladle refinement.
