PERFORMANCE WORK STATEMENT (PWS)
Analytical laboratory services for non-oily wastewater samples for the duration of the SBIR Mainstream Wastewater Treatment System Project
1. DESCRIPTION OF MATERIALS AND SERVICES:
Code 633 requires a contractor to provide services of laboratory analysis of wastewater samples. Service from the contractor will include a courier service of a pick-up of samples from Code 633 Naval Surface Warfare Center (NSWCCD) Building 60 laboratory along with the supplies necessary to best pick up the wastewater samples. Analytical tests are to be performed by the contractor, those which are specifically outlined in the scope of work. The contractor will provide results to Code 633 in a reasonable turnaround time.
2. BACKGROUND:
Code 633 has been tasked by PMS 321 and NAVSEA 05P5/F to conduct a performance test on a wastewater treatment system by Mainstream Engineering as part of Phase II Small Business Innovation Research (SBIR) project. The system is to treat a representative influent of blackwater and graywater based on the Independence-class LCS vessels. The resulting treated effluent is to be analyzed based on the MARPOL Annex IV MEPC.227(64) metrics and regulations. Code 633 requires a certified analytical laboratory to perform analysis on samples collected by Code 633 over the period of testing.
3. OBJECTIVE:
The contractor shall provide services and materials per the specifications in this document, including a courier service for pick-up of samples, materials and coolers for sample transport, analytical testing of collected samples as required by Code 633, and a return of reported results of tests in a reasonable turnaround time (See Section 6.1).
3.1. Services Requirements
The contractor shall provide the personnel, services, facilities, transportation, and materials necessary to perform the analyses of non-oily wastewater for the following types and quantities of analyses listed in the table below. Non-Oily Wastewater samples will be provided by NSWCCD in appropriately labeled and sealed sample containers.
3.1.1. The table shows the type of analysis to be performed by the contractor, the preferred analytical method to use for each analysis, and the estimated quantities of samples for each analysis that will be performed by the contractor. Additional testing may be conducted with the inclusion of an Option (see Section 8.1.2).
- The contractor will provide the appropriate bottles and laboratory labels for each of the samples listed in the table, except for fecal coliform.
- The contractor will be required to perform the majority of procedures at the same laboratory location in order to ensure the results are consistent. Performance at one laboratory will eliminate inter-laboratory differences.
- The contractor personnel/courier will transport the samples from NSWCCD to the contractor's laboratory for analysis. The courier must return to the contractor's laboratory within two hours of sample pickup to ensure that the fecal coliform analytical procedure can be started within the six-hour hold time.
- The contractor will be flexible in sample pickup based on daily NSWCCD's needs.
3.1.2. Inspection and Acceptance
- Inspection and acceptance of the analyses and reports to be provided hereunder will be made by a technical representative of Government at destination. Acceptance of services may also be evaluated on the basis of periodic quality control samples.
