1.0 DESCRIPTION OF SERVICES/INTRODUCTION:

The NSWCCD’s Additive Manufacturing (AM) Project Office, Code 618 requires a fixed price 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to purchase FARO Technologies brand portable coordinate measurement machines (PCMM) systems and PCMM-related services to support the ongoing U.S. Marine Corps’ (USMC) Expeditionary Fabrication (XFAB) program of record. This purchase will allow for the ordering of quantities of PCMM systems and PCMM-related services in addition to those quantities contracted for in Code 618’s current IDIQ contract N0016722D0002.

2.0 BACKGROUND:

Since 2019, the NSWCCD’s Code 618 has been assisting the USMC in the testing and deployment of XFAB shelters equipped to provide mobile 3D printing services. In 2020, the USMC performed first-article testing of FARO Technologies brand PCMM systems, and, in 2021, purchased additional FARO Technologies brand PCMM systems for inclusion in initially deployed XFAB shelters.

The award of contract N0016722D0002 enabled the NSWCCD Code 618 to make continuing purchases of quantities of same brand FARO Technologies PCMM systems and system Complete Care 1-year service plan renewals for XFAB deployments through FY26. And, to purchase 1-year extensions for the Complete Care 1-year service plan renewals for PCMM systems previously purchased by the USMC.

Purchase Certification services and Complete Care 3-year service plan renewals for PCMM systems purchased to date and to be purchased via contract N0016722D0002. (Note, reference the Certification requirement, FARO Technologies Inc., the OEM for the PCMM systems, requires that PCMM systems with an expired service plan undergo a recalibration and certification service prior to the renewal of a Complete Care service plan.)

The contractor shall provide the PCMM-related materials and services over the course of the 5-year contract period as listed and in quantities indicated in Tables 1, 2, and 3, below. The contractor shall provide the quantities identified in the Minimum Quantity columns of the Tables in the first order of the contract. The contractor shall provide additional quantities up to the maximum quantity over the course of the contract period.

The contractor shall provide FARO Technologies brand PCMM system items including Quantum S Max scan arm, laser line probe (LLP), tripod, scanning software, and scanning software dongle. The contractor shall also provide FARO Technologies brand PCMM system-related services including scan arm (Quantum S or S Max) and LLP Certifications, and scan arm (Quantum S or S Max) and LLP Complete Care 1-year and 3-year service plan renewals.

The following factors shall be used to evaluate quotations:

Quotes must include a price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but not limited to, market research, current or previous purchases, prices for similar performance in a related industry, and /or comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request that quoters submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability

The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the Solicitation’s Performance Work Statement (PWS) , including the specific brand and model of products/parts, the stated quantities for such products/parts set forth in the minimum specifications, delivery dates, and terms and conditions set forth in the Solicitation.

TABLE 1 ‐ TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.
