SECTION C DESCRIPTIONS AND SPECIFICATIONS

STATEMENT OF WORK (SOW)

1.0 Introduction

Provide administrative and technical support services, to keep pace with constantly evolving Southwest Regional Maintenance Center (SWRMC) Command requirements. The period of performance shall be for a period of 12 months, commencing on the date of award, with four one-year option periods.

1.1 Mission

SWRMC has primary mission responsibility to provide direct support to Type Commanders and U.S. Navy Fleet units in matters of shipboard equipment and systems assessment, technical assistance, training, installation, operation, maintenance, repair, and readiness. Using Information Technology (IT) and leveraging upon the specialized expertise of command personnel and contracting resources, SWRMC has implemented various programs to increase the reliability and maintainability of shipboard Combat Systems (CS) and Hull, Mechanical, and Electrical (HM&E) equipment and systems.

This support encompasses dedicated field technical support, enhanced availability planning and execution, emergent systematic technical and repair assistance, automated maintenance techniques, documentation and procedures in accordance with defined Navy maintenance philosophies, and systematic program management oversight.

1.2 Background

SWRMC has historically utilized contractor-provided administrative and technical support to assist the Government civilian and active-duty military workforce in accomplishing SWRMC’s mission. Recent Department of the Navy (DON) manpower realignment initiatives have significantly reduced military personnel manning assigned to SWRMC. Now, SWRMC is in the process of significantly increasing its workforce, in order to restore previously lost capabilities and workload capacity.

Therefore, it is necessary for SWRMC to increase contractor administrative and technical support to accommodate.

Additionally, Commander, Navy Regional Maintenance Center (CNRMC) has implemented numerous new significant-change policies and instructions that have greatly increased overall command requirements, and the personnel required to accomplish these tasks. With the recent roll-out of Navy Maintenance Database (NMD) as the comprehensive program of record for all aspects of Navy surface ship depot-level maintenance and modernization, there are numerous additional new functions, taskings, and requirements for multiple SWRMC Departments. Previously, with legacy NMD Planning and Execution programs, Waterfront Operations was the primary user. Now, with NMD, that responsibility has expanded to include the following SWRMC Departments: Engineering, Contracts, Finance, and Quality Assurance (QA). The involvement of additional Departments has significantly increased the administrative burden throughout the Command.

1.3 Scope of Work

SWRMC requires the Contractor to provide qualified professional administrative and technical support services in the following command areas: Training support for Training Department; Administrative support for Production, Security, and Engineering Departments; Finance Administrative support, Systems/Reporting Digital Capabilities Transformation Support and Command Travel Service support for Finance Department; Management Analyst support and Managers’ Internal Control Program (MICP) support for Business Operations Division; Administrative and Data Analysis support for Quality Assurance (QA) Department; Administrative, Critique Administrative, D-Level Planning Division Contractor Work Coordinator and Data Analysis support for Waterfront Operations (WFO) Department; Web Development, IT Technical, and Customer Support for IT Technology; Safety and Health Support, Environmental Program Support, ESH Training Support, and Data Analysis and Clerical Support for Environmental, Safety and Health;

Administrative Services and Records and Information Management support for Administrative Services Division; Customer Support for Enterprise Resource Planning (ERP) Division; Military Manpower Personnel Services support and Military Manpower Administrative and Clerical Support for Military Manpower; and Front Office support.

At no time shall the Contractor perform any task deemed Inherently Government (e.g. overseeing other contractors’ (third party) work; approval of any type, including documents, policies and processes; direction of Government personnel; etc.).

1.4 Location and Hours of Work

1.4.1 The normal place of performance under this contract shall be at SWRMC facilities onboard Naval Base San Diego (NBSD).
