(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The United States International Trade Commission (USITC or Commission) is issuing this Request for Quotation (RFQ) for the purpose of obtaining Mongo brand service and support for
(4) Servers for the Commission’s FIPS compliance module.
The Government anticipates award of 1 Firm Fixed Price purchase order.
(iii) This solicitation contains provisions and clauses in effect through Federal Acquisition Circular 08/29/2024, 2024-07.

Evaluation Procedures
Quotation Submission Instructions
To ensure timely and equitable evaluation of quotes, Offeror must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The quote shall consist of a fixed price quote, per year. The Government anticipates awarding a firm-fixed price Purchase order as a result of this RFQ. Please see the below SKU listing for a full list of required items.
Evaluation Factors for Award
This is a Lowest Price Technically Acceptable (LPTA) procurement. Award will be made to the offeror presenting the lowest price, which meets the following requirements:
• All items are quoted in the quantities specified.
• No substitutions are made from those items listed in the Specifications document.
Substitutions will not be accepted. Must meet the below specifications.
Software Functionality/Security:

- MongoDB database software must be able to run on premises at the USITC and not in the Cloud.
- MongoDB database software must be FIPS compliant.
- MongoDB database software must support Network Encryption (encryption of data in transit).
- MongoDB database software must support External Authentication options.
- MongoDB database software must provide audit logging capabilities.
- MongoDB database software must provide audit log redaction capabilities.
Technical/Professional Support Services:
- 24/7/365 support for MongoDB Database Software.
- Access to Knowledge Base/Knowledge Stores for research/issue resolution.
- Initial response time for reported issues (SLA) must be one (1) hour or less.
- Escalation options/Access to engineers as may be needed to resolve bugs.
- Allow multiple – four (4) or more – contacts from the USITC for support issues/queries.
Infrastructure Specifications:
- 4 virtual servers running Red Hat Enterprise Linux 8 or 9
- 64 GB memory pool
Offerors must quote all requirements to be considered for award.
In order to be considered for award, the offeror must be registered, and current (with certain exceptions), in the System for Award Management database (www.sam.gov) prior to award being made (Reference FAR 4.11), unless an exception at FAR 4.1102 applies.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. AUTHORITIES
Contracting Officer: The Contracting Officer (CO), in accordance with Subpart 1.6 of the Federal Acquisition Regulation, is the only person authorized to make or approve any changes in any of the requirements of this contract and, notwithstanding any clauses contained elsewhere in this contract, the said authority remains solely with the CO.
In the event the contractor effects any changes at the direction of any person other than the Contracting Officer, the changes will be considered to have been made without authority and no adjustment will be made to the contract’s price to cover any increase in costs incurred as a result thereof. The CO shall be the only individual authorized to accept nonconforming work, waive any requirement of the contract, or to modify any term or condition of the contract. The CO is the only individual who can legally obligate Government funds.

Contracting Officer’s Representative: The Contracting Officer will appoint the Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the Contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment. The COR for this contract will be:

The COR is not authorized to perform, formally or informally, any of the following actions:
• Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change the terms and conditions of this contract;
• Waive or agree to modification of the delivery schedule;
• Make any final decision on any contract matter subject to the Disputes Clause;
• Terminate, for any reason, the Contractor's right to proceed;
• Obligate, in any way, the payment of money by the Government.
The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

PLEASE NOTE: When entering the invoice(s) in IPP, ensure the period of performance being invoiced is included in the Description field. Please use the format “MM/DD/YYYY to

To ensure a proper invoice is submitted, the following information must be on each invoice submitted:
1 Name and address of contractor 2 Invoice date and invoice number 3 Purchase Order No. (34300025XXXX) 4 Description, price, and quantity of services and/or supplies delivered;
5 Delivery Date/Performance Period covered by the invoice;
6 Payment terms 7 Name and address of the contractor’s official to whom payment is to be sent. The “Remit
To” address must correspond to the remittance address in this contract;
8 Name, title, phone number, and mailing address of contact person to be notified in the event of a defective invoice.
PROHIBITION AGAINST PERSONAL SERVICES
The Contractor shall not perform personal services under this contract (FAR 37.104). Contractor personnel are employees of the Contractor, or its subcontractors, and are under the administrative control and supervision of the Contractor. The Government will not supervise or direct Contractor employees in the performance of assignments under this contract. If, at any time, the Contractor believes that any Government action or communication has been given that would create a personal service relationship between the Government and the Contractor employee(s), the Contractor shall immediately notify the Contracting Officer of such communication or action.
PROHIBITION AGAINST INHERENTLY GOVERNMENTAL FUNCTIONS
The Contractor shall not perform any inherently Governmental functions, as defined in FAR 2.101, under this contract. No Contractor employee shall represent or give the appearance that s/he is a Government employee, agent, or representative. No Contractor employee shall state either orally or in writing, at any time, that s/he is acting on behalf of the Government.
