Specifications

Background The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) studies the durability and service life of infrastructure materials (polymer, concrete, engineered composites, etc.) for resilience infrastructure applications. Therefore, it is important to understand natural weathering effects experienced by existing structures. In field studies, concrete structures have been observed to carbonate over time. Recently, a key research focus is to understand carbon uptake of construction materials as a function of time in the spirit of circular economics and carbon neutrality. As a result, it is of interest to understand how carbon uptake varies with composition as well as temperature and relative humidity over the course of a given timeframe.

The MSSD currently operates two isothermal calorimeters for studying the hydration reaction of cementitious systems over time. However, neither calorimeter has the capability to observe carbonation reactions as is, and there currently are no commercial accessories compatible with the current calorimeters to allow observation of carbonation over time. Therefore, a gas perfusion isothermal calorimeter is required to expand the MSSD’s capabilities to study carbon uptake and carbon mineralization as a function of time.

The MSSD will benefit from the use of this gas perfusion isothermal calorimetry system for various infrastructure materials (cement, concrete, composites, etc.) in the “Net Zero Energy Research”, “Circular Economy”, and “Engineered Materials for Resilient Infrastructure” programs.

Purpose The purpose of this acquisition is to procure a new isothermal calorimeter capable of perfusing gas through the sample apparatus to measure carbon mineralization in infrastructure materials. The acquisition shall include all non-consumable accessories necessary to operate the instrument at controlled, stable temperatures for long-term experimentation.

The new instrument shall be equipped with a high-performance multi-calorimeter mounted in a high-precision thermostat. The acquisition of this instrument will ensure that MSSD will be able to obtain precise measurements of the heat generation associated with carbon mineralization in construction materials via gas perfusion isothermal calorimetry. The subject requirement shall also provide MSSD with the ability to characterize the heat generation of complex reactions associated with the setting phenomena of a wide variety of infrastructure materials systems in different controlled environmental settings.

Description of Required Products The contractor shall provide one new isothermal calorimeter which meets or exceeds the following requirements:

The calorimeter must have high-speed electronics and data processing capabilities. The instrument must have a temperature regulation system utilizing state-of-the -art electronic thermistors and sensors to constantly adjust the heating, cooling and uniform flow speed for a temperature drift over 24 hours of less than ± 100 μ°C and ± 0.01 °C for an indefinite period.

Main Primary Feature/Functionality Requirements:

1. Must be able to measure heat generation or heat absorption at a constant, stable temperature for short-term (i.e., < 24 hours) and long-term (i.e., month-long) experimentation.

Hardware Component Requirements:

• Instrument operating requirements: 110-240 VAC; 50/60 Hz.

• Operating temperature range, at least: 5 °C – 90 °C

• 4 High precision thermostats with temperature stability of less than ± 100 μ°C over a 24 hour period and at least: ± 0.01 °C for an indefinite period. Each thermostat shall have an interface electronic unit to be connected to the instrument’s inner electronics. The acquisition of an instrument containing multiple thermostats gives MSSD the potential to configure multiple thermostats (in a future acquisition) and providing the division potentially a wide-variety of versatility in experimental design.

• A calorimeter capable of measuring heat generation or heat absorbed at a constant, stable temperature as a function of time.

o 1 Multicalorimeter, consisting of at least 6 mini-calorimeters mounted in a thermostat(s) with 4 thermostats available for configuration for potential future calorimeter acquisitions.

Each minicalorimeter has a permanently mounted reference optimized for an ampoule and sample’s total heat capacity.

High performance (i.e., minimal baseline drift < 200 nW ± 100 mW with < 5% accuracy over a 24 hour period) for long term (e.g., month-long) experiments.

Allowance for smaller sample size of instrument must be < 20 ml.

Allowance for high sensitivity, detection limit of instrument must be < 2 μW.

2. Accessory Interface. An interface module for communication and control of auxiliary equipment and accessories used with the instrument.

3. A steel ampoule (i.e., sample apparatus), which allows for gas perfusion of a user selected gaseous material (i.e., CO2) and relative humidity (RH) control. That is, the RH within the sample apparatus can be set constant and varied from 0%-to-100% at the user’s discretion.

4. Accessory Interface. An interface module for communication and control of auxiliary equipment and accessories used with the instrument.

5. A steel ampoule (i.e., sample apparatus), which allows for gas perfusion of a user selected gaseous material and relative humidity (RH) control. That is, the RH within the sample apparatus can be set constant or varied at the user’s discretion.

6. Contractor shall provide basic operational training for the instrument and all instrument accessories that come with the purchase. Installation will be provided according to ISO 9000 procedure by one of the contractor’s trained service engineers.

7. Software specifications: The Instrument Operation and Analysis software must conform to the industry standard Microsoft Windows operating system. Software must be capable of multitasking and operating multiple instruments from a single workstation. Software must comply with the following:

a. All raw data or instrument parameters must be accessible at any time.

b. Software must also feature true 'cut-and-paste' functionality with common Windows applications such as MSWord, MSExcel and PowerPoint. In addition, data export into MSExcel/ASCII and XML format must be a standard feature of the software.

c. Data analysis options must include the following curve modeling or analysis /transformation functions:

i. The ability to watch normalized (by weight) heat generation (i.e., both the differential and cumulative) in real-time.

ii. The ability to monitor temperature stability in real-time.

iii. The ability to monitor heat signature stability in real-time.

Warranty Requirements The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful completion of delivery, installation, and training.

Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not.

Price: The Government will evaluate price for reasonableness.

Price shall not be evaluated on quotations that are determined technically unacceptable under the Technical Capability Evaluation factor.
