About this file

This document is a Sole Source Determination and Justification for the Oregon Department of Fish and Wildlife (ODFW) to purchase SCADA: iFix software and related services from GE Digital and their authorized reseller CB Pacific. The ODFW requires 3 iFix v2023 or v2024 Plus runtime licenses, 12 months of software support, 1 iFix v2023 or v2024 Plus Development Unlimited Points license, 12 months of software support, and 1 Drivers IGS - Industrial Gateway Server for Basic Points with 12 months of software support. This upgrade is needed because the existing iFix software is not compatible with the new replacement computers at the Bonneville Fish Hatchery. GE Digital has confirmed they are the sole producer of the iFix software, and CB Pacific is the only regional supplier authorized to provide the necessary installation, support, and training services.

The estimated cost for this sole source procurement is redacted in the document. ODFW has determined that the iFix software and related services from GE Digital and CB Pacific are the only compatible products that can efficiently utilize the Agency's existing SCADA hardware at the Bonneville Hatchery. There are no other findings listed that would support alternative sources for these products and services.

SOLE-SOURCE DETERMINATION & JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Contract Services

From: Dan Green Date: 12/18/23

Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:

Description of Goods or Services:

3 - iFix v2023 or v2024 Plus runtime 75 points 3 - 12 months software support

1 - iFix v2023 or v2024 Plus Development Unlimited Points 1 - 12 months software support

1 Drivers IGS - Industrial Gateway Server for Basic Points 1 - 12 months software support iFix installation and training at Bonneville

Reason for Need:

Bonneville Hatchery has Supervisory Control and Data Acquisition (SCADA) system hardware installed throughout the facility and is setup to operate using SCADA/iFix software. The SCADA alarm system was installed at Bonneville Hatchery approximately 25 years ago to better alert essential employees of issues on the facility that need immediate response. The alarm system monitors hundreds of critical areas (over 900 alarms) around the hatchery (i.e. water levels, water flows, electrical, sumps, lift stations, etc.) and is vital to successfully rearing fish at Bonneville Fish Hatchery.

An upgrade to the SCADA alarm iFix software licensing is needed on all the alarm computers (4 in total; 1 main and 3 nodes). The upgrade is needed because the old iFix software licensing is not compatible with the new replacement computers’ operating system (computers currently at ODFW Information Security Division at Salem Headquarters).

Replacing the alarm computers with new computers is needed as the current alarm computers are 10 years old and at increased risk of critical failure.

Single of Multiple Purchases:

Single purchase of necessary licenses, support, and training.

Estimated Cost:

Research Leading to Determination:

GE Digital is the sole producer of the Agency’s current iFix software. Software upgrades must be facilitated by GE Digital. In requesting the necessary software updates and training, GE Digital has directed us to work with the vendor CB Pacific as they are the only regional supplier of the GE Digital product Automation HMI/SCADA:

iFix and offers the necessary installation, support, and training. Please see the attached sole source letter from GE Digital for additional information.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

The current hardware installed throughout Bonneville hatchery is SCADA hardware that requires SCADA:

iFix software for the operator and system to interact. In addition, the graphic layout for the over 900 hatchery alarms is developed to work with SCADA: iFix software. In order to efficiently utilize the Agency’s existing hardware, compatible GE Digital software products and installation services must be utilized.

Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.

Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.

Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of: unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.
