Competitive Sealed Proposal: Owner has determined that the Competitive Sealed Proposal (CSP) method of procurement will be used for this Project. The Offeror receiving the highest number of points will be ranked first and each other Offeror will be ranked in order of the number of points it receives.

In conducting the best value assessment, Owner may use information provided by Offerors and information from other sources; however, the burden of providing thorough and complete information is the sole responsibility of each Offeror. Owner reserves the right to request additional information and/or verify information.

3.1 Elements: In determining the highest ranked offeror, in addition to price, the following elements will be considered:

00100 - 3 (Revised 5/27/2026)

3.2 Selection Criteria: Owner will rank Offers that are determined to be responsive and responsible according to the following method. (See the CSP Scoring Form at the end of this Section 00100.)

(1) Financial Capacity – (10 maximum allowable points)

Each Offeror shall complete the Qualification and Financial Disclosure Statement found at the end of this Section 00100 and provide a copy of its financial statement, including its balance sheet and income statement, for its most recent fiscal year-end. Owner reserves the right to verify and adjust the Z-score provided by Offeror based on Offeror’s financial statement.

Z-scores are used to compare the financial condition of two or more companies.

A Z-score is a numerical measurement of a value's relationship to the mean (average) of a group of values, measured in terms of standard deviations from the mean. If a Z-score is 0, it indicates that the data point's score is identical to the mean score. A Z-score of 1.0 indicates a value that is one standard deviation from the mean. Z-scores may be positive or negative, with a positive value indicating the score is above the mean and a negative score indicating it is below the mean. The Z-score is based on five key financial ratios found on a company's financial statement.

The Z-score formula is:

ζ=1.2A+1.4B+3.3C+0.6D+1.

0E where:

Zeta (ζ) = Z-score A = Working Capital/Total Assets B = Retained Earnings/Total Assets C = Earnings Before Interest and Taxes (EBIT)/Total Assets D = Market Value pf Equity/Book Value of Total Liabilities E = Sales/Total Assets

Owner will assign 10 points to the Offeror with the highest Z-score, 6 points to the Offeror with the second highest Z-score, 2 points to the Offeror with the third highest Z-score, and no points to other Offerors.

(2) Offeror’s Company’s Past Experience – (10 maximum allowable points)

Each Offeror shall complete the Qualification and Financial Disclosure Statement found at the end of this Section 00100 and provide the names of two industrial developments and/or subdivision work previously constructed by the Offeror. Each Offeror can be awarded between 0 points and 10 points.

00100 - 4 (Revised 5/27/2026)

roadways, stormwater, water and wastewater utilities. Each Offeror can be awarded between 0 points and 10 points.

(5) Project Approach – (25 maximum allowable points)

Offerors project approach will be evaluated for responsiveness against all contract documents including Front Ends, all drawings and technical specifications.

Project approach includes understanding of proposed work, shop drawing schedule and duration, construction start in coordination with long lead items, schedule of values, construction schedule completion within allotted time.

(6) Total Proposal Price – (40 maximum allowable points)

The responsible Offeror with the lowest Total Proposal Price shall receive the maximum allowable points. Each Offeror thereafter shall receive points based on the proration of its Total Proposal Price to that of the lowest cost submitted [(Lowest Total Proposal Price / Offeror’s Total Proposal Price) x Maximum Allowable Points].
