Employment Placement and Retention Court Services and Offender Supervision Agency

C. Description/Specs/Work Statement

PERFORMANCE WORK STATEMENT

Employment Placement & Retention Support

1. BACKGROUND: The Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia (D.C.) is a federal, executive branch agency, created by Congress in 1997 to perform the offender supervision function for D.C. Code offenders. It does so in coordination with the Superior Court of the District of Columbia and the U.S.

Parole Commission. CSOSA's mission is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community via three main goals:

Goal 1. Public Safety Decrease criminal activity by increasing the number of offenders who successfully complete supervision and supporting their successful reintegration into society.

Goal 2. Reintegration Promote successful reintegration into society by linking offenders with preventive interventions to address identified behavioral health, employment and/or housing needs.

Goal 3. Fair Administration of Justice Support the fair administration of justice by providing timely and accurate information and recommendations to criminal justice decision-makers.

Individuals returning to the community after incarceration or seeking employment after criminal conviction face significant challenges. Of the approximately 24,000 men and women supervised by CSOSA every year (inclusive of probation, parole or supervised release populations), only half of those who are employable are employed. For example, when considering the population under CSOSA supervision during 2013 we found the following characteristics:

• 86% male and 88% African-American;

• 90% entering supervision had a self-reported history of illicit drug use and 60% had been arrested for a drug-related charge in the past;

• Two-thirds have children and 62% have children under the age of 18;

• Approximately 30% are diagnosed or self-reported with mental illness;

• 37% never graduated from high school or earned a General Education Development (GED) degree; and

• Roughly 8% have unstable housing.

CSOSA’s Employment Efforts CSOSA recognizes stable employment as an essential building block of successful reintegration and enhanced public safety. To address this need for increased employment, CSOSA established the Vocational Opportunities for Training, Education & Employment (VOTEE) unit to assess and respond to the unique educational and vocational needs of offenders. Through the VOTEE program, CSOSA works with its community partners to develop comprehensive, multi-service employment, literacy, computer training and vocational development programs to equip offenders with the skills needed for self-sufficiency. VOTEE and its partners provide vocational and educational supports to prepare the men and women that CSOSA supervises.

CSOSA completes an Individual Development Plan (IDP) for each offender referred for an employment assessment.

The assessment consists of a CASAS Employability Competency System appraisal and a structured interview detailing the client’s previous work experience, interest and aptitude. Upon completion of the employment assessment, CSOSA personnel place clients in one of three categories and provide the appropriate intervention:

Education & Training Soft Skill Development

CSOSA’s VOTEE program promotes job readiness by engaging its client population in education and training, soft/cognitive skill development, and transitional job placements.

• Education and Training: For individuals who lack a high school diploma or GED, CSOSA has four dedicated personnel who complete assessments, write educational plans, and teach adult basic education and GED preparation learning courses. CSOSA also partners with, but does not directly fund, organizations that offer vocational training opportunities for sector-specific job skill development.

• Soft Skill development: All CSOSA supervision and intervention personnel are trained in motivational interviewing and cognitive-behavioral intervention in order to address the attitudinal issues that impact offenders’ successful reintegration and potential for success in the workplace. VOTEE personnel, through individual counseling and group intervention, coach clients on how to be professional on the job, manage conflicts with coworkers or superiors, and to manage time in order to achieve and maintain punctuality.

• Transitional-Job Placements: During Fiscal Year 2014, VOTEE placed100 offenders in a transitional job process, called Project Empowerment (PE). The DC Department of Employment Services funds this transitional jobs program, and CSOSA delivers it through an interagency agreement with DOES. The program consists of three parts: job readiness training, transitional (subsidized) job placement for up to 6 months, and employment (unsubsidized) with job coaching provided by VOTEE personnel to promote job retention.

Based on data from the last two fiscal years, there are on average 717 CSOSA clients who have completed an Individual Development Plan. The majority of these clients fall in either the Job Ready or Job Prep categories.

Local Employment Sector Historically, CSOSA has realized success with the hospitality and construction sectors. CSOSA expects that the Contractor will further develop opportunities within these that more specifically match the profile of CSOSA clients as well as develop new avenues of employment opportunities.

In the District of Columbia, the DC Department of Employment Services has published occupational employment projections for the period between 2012-2022 (http://does.dc.gov/node/184812). The table in Appendix I http://does.dc.gov/node/184812 projects the number of job openings that will stem from the need to replace workers who change occupations or leave the labor force and tracks the typical level of education that is needed for entry-level positions in each occupation. This presentation has been pared to show job projections for occupations in which the typical education needed for entry is a high school diploma, high school equivalency, or less than high school.

Given the local employment climate, which shows decreasing trends in low skilled employment opportunities for which many CSOSA clients are eligible, a more aggressive approach is required. Although CSOSA has been successful in assessing, preparing and placing individuals into vocational development and employment opportunities, CSOSA is now seeking to expand its capacity to effectively respond to the scale of the current need in a manner consistent with best practices in integrated reentry and employment strategies.

2. PURPOSE: The purpose of this contract is to fulfill CSOSA’s requirement to assist its “job ready,” “job preparation” and to a lesser degree, “adult learner” clients with a comprehensive employment support system. CSOSA seeks to obtain the services of a contractor that will support the Agency in the areas of job development, employment placement and retention.

3. SCOPE: The Contractor shall develop and implement sector-specific strategies for job skill development and employment placement. By doing so, the Contractor shall extend the ability of the Government to achieve its reintegration goal by increasing the number of CSOSA clients who obtain and retain employment. In collaboration with CSOSA staff, the Contractor shall construct individualized job development, employment placement, and retention support plans for CSOSA clients.

The Contractor will be responsible for providing services to both employer partners and jobseekers. In addition to these direct services, the Contractor will be expected to participate in ongoing planning and development activities with CSOSA. The specific responsibilities of the Contractor are the following:

A. Employer Services. The Contractor will carry out the following activities for participating employers:

1. Within sixty (60) days of award, develop and implement sector-specific employer development strategy based on the local labor market landscape and CSOSA client profile. The strategy will be subject to final approval by the CSOSA.

2. Conduct targeted and regular outreach to employers to encourage employer partnerships and identify current and future hiring and skill requirements.

3. Provide referrals of screened and assessed job candidates to participating employers.

4. Work with participating employers to identify and deliver post-placement retention and skill development activities for new hires.

5. Collect and analyze timely and regular customer satisfaction feedback from participating employers and apply findings to service and program improvements.

B. Jobseeker Services. The Contractor will carry out the following services for qualifying jobseekers:

1. Within sixty (60) days of the date of award, develop and implement a protocol governing the referral of clients to the Contractor by VOTEE, linked with CSOSA’s IDP process and through direct consultation with participating employers that incorporates minimum skill standards and other employment requirements identified by participating employers. The protocol will be subject to final approval by the CSOSA.

2. For all jobseekers who have completed CSOSA VOTEE IDPs:

a. Provide referrals to current qualifying job openings with participating employers that are consistent with the career goals and job search strategies identified in the individualized service plans;

b. Conduct on-going case-management in collaboration with CSOSA representatives; and

c. Provide short-term training that orients jobseekers to industry standards and expectations

3. For all jobseekers obtaining placement in job openings with participating employers, provide job transition, career coaching and mentoring support to new hires for at least twelve (12) months after the initial job placement.

4. Collect and analyze timely and regular customer satisfaction feedback from participating jobseekers and apply findings to service and program improvements.

C. Additional Services. The Contractor will carry out the following additional activities:

1. Attend all planning and coordination meetings convened by CSOSA VOTEE.

2. Within ninety (90) days of the date of the award, implement a plan to refer jobseekers for placement and receive feedback from participating employers. The plan will be subject to approval by the CSOSA.

3. Maintain data on activities and outcomes funded under this contract, and provide regular monthly and quarterly reports to the CSOSA on such data.

Based on the historical trends, CSOSA could refer up to approximately 50 offenders per month to the Contractor.

CSOSA would refer Job Ready, Job Preparatory, and Adult Learning candidates with a VOTEE Plan who did not receive a Project Empowerment (PE, CSOSA developed transitional employment) Placement. The following lists the key terms used and their definitions:

• CSOSA Clients: Men and women serving a term of supervision under probation, parole or supervised release orders who are employable.

• CSOSA Staff: CSOSA employees involved in supervising offenders (Community Supervision Officers), conducting community outreach (Office of Legislative Intergovernmental and Public Affairs staff) or in providing educational and vocational supports (VOTEE).
