REQUEST FOR PROPOSAL (RFP) CSOSA-14-R-0011, SEX OFFENDER TREATMENT SERVICES QUESTIONS AND ANSWERS

Question 1: Page A-12, Section 3.4. - Assessment Package - This section requires the Contractor to “meet individually” with the offender. Would this service be billed under Item 1001 SO Individual Treatment on the Schedule of Supplies? It can be billed as part of the assessment report but if the client refused to sign the paperwork, the process essentially ends on our part, and CSOSA is being billed for an assessment report, which is much more extensive, rather than one individual session. If it is supposed to be billed for one individual treatment, the estimated quantity for this item number may be insufficient for this purpose.

Answer 1: The quantity noted in 0001 estimates the number of offender who may be referred for assessments not the number of groups needed to complete the assessment. The session should be billed as an individual counseling/treatment session. (Note: Please see revised estimated quantity(ies))

Question 2: Page A-13, Section 3.4.2 – Consent for the Release of Sensitive Information - It appears that it would be necessary for the Consent to be signed prior to the government submitting the authorization package to the contractor in order to avoid the government releasing PII without proper consent, rather than the contractor having it signed at first meeting.

Answer 2: While the government provides a release of information with the referral package, the contractor will be required to ensure the release is current, and obtains all required signatures prior to initiating the assessment. Additionally, the contractor is responsible for ensuring all subcontractors obtain required releases where appropriate to complete polygraphs or recommended test, needed to complete the assessment.

Question 3: Page A-15, Section 3.6.1. Reporting Requirements – This section references that “all reports must be documented and maintained in the offender treatment file.” Does the Contractor or the Government maintain the offender treatment file?

Answer 3: The contractor is responsible for maintaining the offender treatment file consistent to regulations in accordance to the Federal Records Act 44 USC and FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2013), added paragraph (ag) CSOSA Clause - Records Management Language for Contracts (2013).

Question 4: Page A-15, Section 3.6.4. – It is beyond the scope of the polygraph examiners’ responsibility to make clinical comments about the findings from the examinations as they are not necessarily trained clinicians and they are not familiar with the entire offender’s history. Therefore, it is our recommendation that the results be reviewed by the treating clinician and CSO for determination of any needed changes of the treatment plan and/or supervision plan. Is this acceptable?

Answer 4: The polygrapher report should include the professional assessment of the examination with subsequent clinical staffing with the assigned clinician and supervisor officer.

Question 5: Page A-16, 3.6.8 – Monthly Status Reports: (1) Given that the Monthly Status Reports provide an overview of the whole program, would it be sufficient to submit one report rather than break it down by team. Since we already have a mechanism for dealing with any issues related to specific clients, CSOs, etc., it is our understanding that the Monthly Status Report represents a more global overview of how the program is working, changes in staffing, etc. (2) If agreeable, to whom should this report be submitted?

Answer 5: A single monthly report to the COR is acceptable. (See revised PWS, Section 3.6.8. Monthly Status Reports)

Question 6: Page A-16, Section 3.6.9., Discharge Staffing – Under what Item Number on the Schedule of Supplies would a discharge staffing be billed to?

Answer 6: The discharge staffing shall be billed as an individual session under Item No. 0001.

Question 7: Page A-22, Section 5.6. Performance Evaluation Meeting - Is this meeting intended to be the same as the meeting referenced on Page A-23, Section 6.3. Specific Quality Assurance Functions, Item d.?

Answer 7: Yes, the initial meeting is the same meeting as referenced in 6.3.d., which has been deleted.

Question 8: Page A-48 of SF 1449; Section II – Factor: Past Performance - Which party needs to sign the consent Statement?

Answer 8: The sentence "PROVIDE A CONSENT STATEMENT FROM EACH SUBCONTRACTOR WITH A POINT OF CONTACT, TO AUTHORIZE THE GOVERNMENT TO OBTAIN PERFORMANCE HISTORY AND PAST PERFORMANCE DATA" is deleted from the solicitation.

Question 9: Page A-21, Section 5.0 Contractor Quality Control (QC) Requirements – Section 5.1. General states the contractor is required to develop a QC program plan. Is this requirement fulfilled at the time the contract is awarded or is it required to be submitted with Contractor’s proposal?

Answer 9: The Quality Control Plan (QCP) must be submitted for review and approval ten (10) days after contract award.

Question 10: Page A-47, Subfactor 4 – Certification - Please clarify what it is meant by recognition by ATSA and CSOM; ATSA provides membership for individuals and CSOM is a type of resource/research warehouse, but neither provides certification of specific programs.

Answer 10: The Contractor shall provide documentation that shows recognition/membership by the Association for the Treatment of Sexual Abusers (ATSA) and certification by the American College of Certified Forensic Counselors, or its equivalent, as a clinically certified sex offender treatment specialist. (See revised Subfactor 4 – Certification)

Question 11: Page A-18, Section 3.8.4. Clinical Supervision - There is a reference for a need for signatures by the “Clinical Director on 20% of cases managed by each personnel.” However, under Section 3.8.1. Personnel Requirements, there is no mention of a Clinical Director, just a Clinical Supervisor. Therefore, is it intended that a Clinical Supervisor, rather than a Clinical Director, for which there is no personnel requirement, complete this task?

Answer 11: The Clinical Supervisor or Clinical Director, if the contractor maintains personnel in this position are approved for signatures as noted in Section 3.8.4.

Question 12: Page A-36, (af) CSOSA Clause – Personnel Security Requirements – If the incumbent is awarded the contract, will previously cleared Contractor personnel have to go through a new background investigation at the time of contract award?

Answer 12: The Government intends to award a new contract; therefore, all new clearances will be required.

Question 13: Pages A-20 and A-54, Section 4.0 Deliverables and FAR Provision 52.212-2 – Evaluation-Commercial Items, respectively, state that a subcontracting plan shall be submitted with the Contractor’s proposal. Is the Contractor required to submit a subcontracting plan if they are subcontracting to self-employed individuals and/or a single member of a Limited Liability Company (“LLC”) in that members of a LLC are considered self-employed?

Answer 13: If the PRIME Contractor is a large business, a subcontracting plan is required.
