Federal Agency: Army Office: Army Contracting Command - Detroit Arsenal (ACC-DTA) AoI Title: Attack Helicopter (AH) AH-1 Modification and Restoration CSO AoI Number: AoI 014 AoI Release Date: 29 June 2026 Responses: See W912CH-25-S-C001 Amendment 01, for Procedure Details

1. General Information

1.1 Introduction

This Area of Interest (AoI) is issued utilizing the ACC‑DTA Commercial Solutions Opening W912CH‑25‑S‑C001 Amendment 01. The National Museum of the United States Army (NMUSA) seeks innovative solutions for the conversion and museum-quality restoration of AH-1S helicopter (tail number 68-15012) back to its historical AH-1G configuration for exhibition.

This CSO AoI solicits innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date. Contractors are encouraged to submit multiple options.

ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

ACC-DTA reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-DTA Commercial Solutions Opening W912CH-25-S-C001 Amendment 01, dated 5 February 2026. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-81, and Class Deviation 2022-O0007.

1.2 AoI Background

The National Museum of the United States Army (NMUSA) is the premier military museum of the United States Army. The location of NMUSA is at Fort Belvoir, Virginia, approximately 20 miles south of Washington, DC. Its mission and vision are to educate, excite, inspire, and entertain visitors of all ages on the history and culture of the United States Army.

NMUSA requires comprehensive restoration services for the primary artifact, AH-1 aircraft 68-15012, currently located at Fort Rucker, AL. The scope of work encompasses the complete de-modification, fabrication, painting, and restoration of the aircraft to a museum-quality, non-flying AH-1G standard.

Additionally, the scope includes the final transportation, rigging, reassembly, and exhibition installation of the restored primary artifact at the National Museum of the United States Army (NMUSA) located at Fort Belvoir, VA.

1.3 Identify AoI Solution Requirements

The proposed solution must provide comprehensive capabilities for the de-modification, restoration, finishing, and transportation of the AH-1 airframe over a twelve-month period. Given the 5-page response limit, Offerors should provide high-level summaries and innovative approaches addressing the requirements outlined below:

1.3.1 Restoration and De-modification Plan

Provide a high-level overview of the approach to converting the AH-1S airframe back to the late-model AH-1G configuration standard. Briefly summarize the plan for physical removal of non-period components (XM26/M56 systems) and the strategy for sourcing, fabricating, or reverse-engineering visually accurate, period-correct components.

1.3.2 Hazardous Materials (HAZMAT) and Surface Preparation Plan

Briefly outline the chemical or mechanical paint stripping containment and hazardous waste disposal methodology.

MANDATORY APPENDIX (EXCLUDED FROM PAGE LIMIT): The submission must include copies of active, valid Environmental Protection Agency (EPA) IDs, Air Permits, and Hazardous Waste Permits.

Proposals lacking valid environmental permits will not be considered.

1.3.3 Finishing, Marking, and Weathering Approach

Summarize the artistic approach to achieving the required “weathered, in-service” aesthetic. Briefly describe how the distinct lusterless Olive Drab (FS 34087), semi-gloss nose art, and authentic weathering (e.g., sun-fading, fluid leaks, exhaust stains) will be replicated.

1.3.4 Transportation, Logistics, and Installation Plan

Outline the critical logistical steps for the safe transport of the fragile airframe from Fort Rucker, AL, to the contractor facility (if off-site) and ultimately to NMUSA. Highlight key measures for structural stress prevention (rigging/cradles) and environmental protection during transit.

1.3.5 Proposed Team Structure and Key Personnel

Identify the core team structure and briefly highlight the direct, hands-on experience of key personnel (e.g., Contract Manager) in managing historical artifact restorations of similar scope. (Full resumes are not required for this brief submission).

1.3.6 Project Schedule and Sourcing Management

Provide a high-level milestone timeline demonstrating how delivery will be ensured within the 12-month period. Briefly outline the sourcing strategy for critical items such as replica ordnance, M28 turret components, and other hard-to-find parts.

BUDGETARY PLANNING (ROM): Offerors should provide a non-binding Rough Order of Magnitude (ROM) for the total estimated cost of this project. This information will be used for planning purposes only and does not constitute a formal pricing proposal. The ROM is excluded from the 5-page limit.

2. AoI Constraints

Any selected company/companies will be required to be registered in the System for Award Management (sam.gov).
