About this file
This is an Announcement of a Commercial Solutions Opening (CSO) issued by the U.S. Air Force on August 27, 2026, seeking contractor support for real property access and transaction activities related to the Sentinel Intercontinental Ballistic Missile (ICBM) program modernization.
The Air Force requires comprehensive contractor support to secure timely, compliant, and effective engagement with approximately 1,650 landowners across the FE Warren Air Force Base operational area in southeast Wyoming, Nebraska, and Colorado to obtain temporary construction access rights for fiber optic cable installation. The Department of the Air Force currently maintains 1,575 miles of 16.5-foot-wide perpetual easements supporting Minuteman III ICBM communication cables and needs additional temporary workspace up to 100 feet wide for Sentinel construction activities. The deadline for resolving all tracts is March 30, 2028. Future updates to this CSO will extend the scope to include areas surrounding Malmstrom Air Force Base in Montana and Minot Air Force Base in North Dakota. The Air Force will select a pool of 3 to 7 qualified contractors through a subject matter expert peer review process. The resulting contracts will be awarded as a 100% Small-Business Set-Aside under DFARS 212.70 authority. Interested contractors must submit a white paper (not exceeding 12 pages) demonstrating capability in key personnel qualifications (requiring Registered Professional Landman, Certified Professional Landman, Senior Right of Way Professional designation, or equivalent experience in cross-country linear rights-of-way across rural private property in the Western United States), title verification, program management, scheduling, and license package preparation, along with past performance examples from the last three years and company contact information including UEI and CAGE code. The Procurement Contracting Officer, Nathan Lee, is the sole point of contact for questions.

Announcement of a Commercial Solutions Opening (CSO) 27 August 2026
Area of Interest:
Real Property Access and Transaction Support Activities in support of the Sentinel Intercontinental Ballistic Missile (ICBM) Program
Physical Location:
Area surrounding FE Warren Air Force Base (includes locations in southeast Wyoming and part of Nebraska and Colorado
(note that this CSO will be updated in the future to include areas surrounding Malmstrom Air Force Base in Montana and Minot Air Force Base in North Dakota)
Authority:
Resulting contracts will be awarded using DFARS 212.70 as the authority.
Set-Aside:
The Air Force intends to award this as a 100% Small-Business Set-Aside. If there are insufficient submissions to provide adequate competition this announcement will be updated for additional submissions.
Detail:
This effort supports the modernization of infrastructure relating to the Intercontinental Ballistic Missile (ICBM) system located across the F.E. Warren Air Force Base (FEW AFB) operational area in Wyoming, Nebraska, and Colorado. The Government requires comprehensive contractor support to execute real property access and transaction support activities essential to meeting the Sentinel program’s aggressive schedule for the upgrade of existing lines or other needed real property support.
The program’s immediate problem is securing timely, compliant, and effective engagement with landowners across approximately 1,650 tracts to ensure the Government gains temporary construction access to land in time to install new fiber optic cables. The Department of the Air Force (DAF) currently has 1,575 miles of 16.5 feet (one rod) wide perpetual easements that are supporting Minuteman III ICBM communication cable, but additional temporary workspace (up to 100 feet wide) is needed to support Sentinel construction activities.
The deadline for all tracts to be resolved is March 30, 2028. Note that this is only for the FE Warren operating locations. The other two locations will be addressed in the future.
Submission Process:
The CSO process has not been widely used and the Contracting Officer is allowed significant discretion on how the highly streamlined process functions. For this CSO the Air Force will select a pool of qualified contractors based on submissions from this announcement. Problem statement(s) will then be provided to this pool with responses requested within a specific timeframe. The problem statement will also contain the evaluation factors for selecting responses, the relative importance and the method of evaluation. Responses will be evaluated through a subject matter expert peer review process.
In order to select a pool of qualified contractors (anticipated to be between 3 and 7 total) the Air Force is requesting interested parties to submit a white paper that establishes capability for the real property work that is needed. The Air Force is interested in:
Key personnel that will manage or supervise discussions with landowners. It is anticipated that those managing or supervising title curative work should hold an active Registered Professional Landman or Certified Professional Landman designation from the American Association of Professional Landmen, or a Senior Right of Way Professional designation from the International Right of Way Association or have other appropriate professional education or certification (e.g., J.D.). Regardless of certifications for key personnel, key personnel must have extensive experience securing cross-country linear rights-of-way across rural private property outside of road rights of way and curative title resolution in the Western United States. If key personnel lack the above certification, Contractor must demonstrate key personnel are otherwise qualified due to equivalent practical experience in the areas identified in this paragraph.
The Air Force is also interested in Title Verification experience and knowledge, Program Management Support experience, Scheduling experience, and License Package Preparation. Past performance examples from the last three years should also be included.
Provide company/division’s street address, small business size status, UEI and/or CAGE code, and names, titles, mailing addresses, telephone numbers, e-mail addresses of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this announcement.
Limitations:
Submissions should not exceed 12 pages. Submissions should be digital and either in pdf format or Microsoft Word (.docx) compatible. Page size shall be 8.5 by 11 inches. Pages shall be typed with 1.5 line spacing. Text shall be Times New Roman and no less than 12-point font. Use 1-inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially.
The submission shall be clear, concise, and shall include sufficient detail for an effective evaluation. The proposal shall not simply rephrase or restate the Government’s requirements, but shall provide convincing rationale to address how the offeror meets requirements.
Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
Do not provide classified material.

The Procurement Contracting Officer (PCO) is the sole point of contact (POC) for this acquisition. Address any questions, concerns, or clarifications you might have to the PCO.
