ELIGIBILITY OF BIDDERS

Any Contractor intending to bid on this project to be awarded by City of Edinburg must be prequalified by Texas Department of Transportation (TxDOT) under the confidential questionnaire (CQ) level of qualification. If Contractor is not prequalified, the Contractor must submit a satisfactory Confidential Questionnaire and an audited financial statement to the TXDOT Construction Division at least fourteen (14) calendar days prior to the date that bids are to be opened.

Below are the alternate links to download the questionnaires to prequalify with TxDOT. Please submit the questionnaire and financial statements (if applicable) to cst_prequalification@txdot.gov. You can also mail a physical version of the paperwork, but keep in mind that this may delay your qualification and e-mailed applications are preferred.

Please do not e-mail a questionnaire AND mail a physical copy of the questionnaire. This duplicates our work and slows down the approval process.

It may take up to 10 calendar days from receipt of the questionnaire to review and respond to your questionnaire.

Please separate out additional attachments from the questionnaire; do not “weave” attachments within the pages of the questionnaire. Submit a separate file with additional documents/pages.

If you wish to be a sub-contractor, you do NOT need to be prequalified with TxDOT; you will need to be registered with the Texas Secretary of State (https://www.sos.state.tx.us) and be registered with E-Verify (https://www.e-verify.gov). If you can qualify as a Disadvantaged Business Enterprise (DBE) or Historically Underutilized Business (HUB) and wish to be a subcontractor, please contact the Civil Rights Division at (512) 416-4700 for assistance.
