Market Research - Sources Sought Notice GVSC Center for System Integration (CSI)/ Prototype Integration Facility (PIF) Support
1. Description of Intent:
This is a Sources Sought Notice. Army Contracting Command – Detroit (ACC-DTA) is conducting a Market Survey to determine the level of interest among qualified 8(a) small business contractors in providing services in support of GVSC CSI/PIF. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking offerors to be placed on a solicitation mailing list. All portions of this market survey are merely for market research purposes, subject to change at any time, and are in no way binding on the Government. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.
2. General Information:
The Government’s explicit intent, in this sources sought notice (SSN), is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government’s constraint does not in any way relieve respondents from their responsibility to properly mark proprietary data when it is provided, in accordance with DFARS 252.227-7013, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data.
Respondents shall ensure that any material and data that is provided is marked appropriately to ensure proper handling of all information. Unless otherwise noted herein, anything submitted in response to this SSN will not be returned to the sender. Respondents will not be notified of the results of this SSN or results of information submitted, nor will the Government respond to telephone or email inquiries. NOTE: The Government is not asking you to develop or provide drawings or develop any technical data in response to this RFI.
3. Background:
The Ground Vehicle Systems Center, Center for Systems Integration (GVSC-CSI) Prototype Integration Facility (PIF) provides a rapid response capability for generating hardware solutions to support the Department of Defense (DoD) and other Federal Agencies. The 144,000 Square Foot (sqft) PIF, Government owned and Government operated facility at the Detroit Arsenal, Warren Michigan. GVSC CSI on average has 75-100 active projects at any one time and quoting on average 10-20 customer projects. The PIF offers single-source convenience, turn-key solutions for experimentation/prototyping, program management, development, fabrication, systems integration, CAD/modeling, modification, software, electrical, Printed Circuit Board (PCB) development/software, logistics, sustainment, obsolescence, training devices, technical manual, fielding, packaging, kitting testing at subsystem/system-level for the ground vehicle and combat support communities.
The PIF maintains a collaborative environment optimally structured for supporting quick reaction proposals, and delivery of hardware solutions utilizing the latest military standards. PIF Government personnel are grouped by customer and function. There is a team of approximately 30 Government Project Leads (GPL) who are the primary points of contact (POC) for PIF customers and are responsible for consolidated proposal development and successful project execution. A GPL or other Government personnel will be assigned as a Contracting Officer’s Representative (COR) on each task order/delivery order (TO/DO). There are also a number of robust Government support teams in place which make up the backbone of the organization including project and operations, engineering design, production management, facilities management, configuration management, and mission assurance, the last of which includes quality assurance, test acceptance, and end item and data acceptance.
4. Scope of Capabilities Sought:
The objective of this survey is to gain an understanding of contractors capability in supporting the PIF by providing quick turnaround proposal, turn-key solutions for labor, materials, procurement, experimentation, full system prototypes, design, fabrication, manufacturing, mechanical/electrical and system assembly, kitting and testing to GVSC/CSI to support platform development and system integration for wheeled and tracked vehicles, mission packages, force projection, standalone systems and army watercraft applications. The Contractor’s efforts in support of GVSC would support the specific PIF capabilities: technical & professional labor, office space/project coordination, program management, requirements, platform disassembly/re-assembly, component/assembly scanning or digitization, design, engineering fabrication/procurement, installation/integration, logistics support, software development, development/testing, evaluation/demonstration/validation, and technical data packages (TDP)/tech instruction / manual creation, engineering, mechanical, electrical, software design and analysis, CAD Designer, three-dimensional (3D) modeling, rapid prototyping, additive manufacturing, mechanical fabrication, advanced composites, printed circuit board fabrication design, circuit assembly and test, circuit board fabrication and plating, cable/wiring harness assembly, electrical and mechanical assembly, additive manufacturing, injection molding, parts scanning capabilities, platform integration, vehicle modification, field retrofits, operations support, documentation support, and sustainment support in Continental United States (CONUS) and Outside the Continental United States (OCONUS). These efforts support all new and existing platforms, systems, subsystems, parts, items, and components, and emerging future technology.
As this survey is only for informational purposes, there will be no negative considerations or consequences resulting from a response that does not answer all of the questions contained in the survey.
5. Survey
1. Do you have ability to handle TO/DO in support of proposal development through execution and delivery of items described in paragraph 4 to augment GVSC PIF capabilities? (Provide 2-3 historical examples and past contract awards)
2. Do you have Program Management/Requirements/Engineering Design/Manufacturing//Fabrication/Office footprint in Southeastern Michigan and or within 100 miles of the Detroit Arsenal. (Capabilities internal vs. partnerships (Sub-Contractor or Prime Defense Contractors), facilities, manpower, staffing, clearances, etc.)
3. Do you have ability to subcontract professional/technical services in support of experimentation/full system prototyping subsystem prototyping to support hardware solutions for the ground vehicle and combat support domain?
4. Do you have procurement capability, supply base, and ability to provide material and services?
5. Do you have ability to provide professional/technical personnel in support of the Army’s mission with appropriate security clearances? (Timing and labor categories)
6. Do you have Program Management and Risk Management processes/practices in monitoring projects to cost, schedule and performance.
7. Do you have ability to conduct schedule planning to maintain Integrated Master Schedules (IMS) with critical milestones and track projects to completion (Describe methodology and tools utilized)
8. Do you have capabilities in technical areas with regards to military ground vehicles and combat support equipment?
a. Move (Powertrain, Track, Suspension Subsystems)
b. Shoot (Armament subsystems)
c. Vehicle Electronics Architectures (Power and Data Architecture Subsystems)
d. Hostile Fire Detection (HFD) capabilities

9. Do you have capabilities in system software, engineering, modeling and simulation, prototyping and Integration on ground vehicles systems?

10. Do you have experience in Configuration Management, Technical Data Package Development (TDP Levels I, II, III), Installation Instructions, control drawings, Bill of Materials (BOM) and Logistics manuals and provisioning development? (Describe process and tools utilized)
11. What is your Testing (Test Plans/Reports, First Article Test, Test and Evaluation Master Plans (TEMP), Live Fire Test & Evaluation, Technology demonstrations) through acceptance?
12. What Quality Management Practices do you follow, for example ISO 9000 or 9001?
13. What Reliability, Availability, and Maintainability (RAM) practice/experience in analyzing data, Analysis of Alternatives (AOA), and corrective action plan experience?
14. What capabilities do you have experience from a logistics management ie. Supportability analysis, human factors, Built in Test (BIT), and Built in Test Equipment (BITE), Operations and Support Analysis (O&S), Condition Based Maintenance (CBM), Technical Writing and Sustainment System Support Packages?
15. Do you have experience with Training/Fielding and Test site Support?
6. Responses Due:

Responses are limited to no more than 10 pages, text in Arial or Times New Roman, no less than 12 pitch, with one-inch margins. Only one response per company will be reviewed. Please format the subject line of the response email as follows: “[Organization Name] – Response to RFI – GVSC PIF support”.
7. Prospective Business Identification:
Responses should be in the form of a Capability Statement and include the following elements:

Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming should be provided. Should a teaming and/or subcontracting arrangement be identified in your response, your response should clearly state the anticipated role(s) under any potential/anticipated teaming/subcontracting arrangement.
. Participation in this market survey is completely voluntary. If the Government seeks additional information that is not included in a submittal, CCDC GVSC representatives may contact the participant for further information exchange. Information developed as part of this market survey will be shared with US Army Combat Capabilities Development Command (CCDC) subordinate commands.
