About this file

This is Addendum No. 2 to the bidding requirements and contract documents for the CSA 70 J - Paint Exterior Tanks & Booster Buildings project issued by the San Bernardino County Department of Public Works - Special Districts on July 10, 2026. The project involves exterior painting and rehabilitation of ten water storage tanks and seven booster pump station buildings located in Oak Hills, California. The scope of work is limited to exterior surfaces only, with no interior tank coating or repairs required. All work must be completed within 180 calendar days, with an anticipated project start date in mid-September 2026. A mandatory pre-bid meeting was held on June 30, 2026, with sealed bids due on July 16, 2026 at 10:00 a.m. Bidders must acknowledge receipt of this addendum by signing and dating a copy to include with their sealed bid proposal. The bid opening will be conducted via Microsoft Teams meeting on the specified date and time.

Key technical requirements clarified in this addendum include that all tanks must remain in service during construction, with surface preparation and coating procedures to be performed at the contractor's professional discretion provided the full scope is satisfactorily completed. No third-party inspectors will be used; the county will provide two inspectors for project oversight. Water is available on-site at hose bibs and hydrants at no charge, though usage will be tracked. No repair items from the technical specifications are included except for potential bolt replacements and any weldments or grinding required for coating preparation. Booster station coatings shall follow standard County procedures, with contractors permitted to apply either the same system used for tanks or an equivalent system meeting project performance requirements. The contractor is responsible for protecting any antennas in place if discovered during work. Contractors must hold a California Class A and/or C-33 painting license and provide a performance bond, payment bond, and comprehensive general liability insurance.

SPECIAL CONDITIONS, AND TECHNICAL SPECIFICATIONS FOR THE

CSA 70 J – PAINT EXTERIOR TANKS & BOOSTER BLDGS

PROJECT NO.: 30.30.0196

July 10, 2026

The Contract Documents for the above referenced project are hereby amended in the following manner and the following manner only:

I. All provisions of Addendum No. 2 are hereby incorporated into the Contract Documents, and Bidders shall account for all provisions pursuant to this Addendum 2 in submitting their bid proposals. Each Bidder shall include a dated and signed copy of this Addendum with their sealed bid proposal.

1. BIDDER QUESTIONS

Question 1: It appears from reviewing the specs between this bid and the previous that the requirements are the same, except that the completion is180 days. Can you confirm? And that there is no interior tank coating or repairs?

Answer: That is correct, the contract for completion is 180 days for this project. No interior work is need at all, all work to be done is exterior only.

Question 2: What is the anticipated start date for the project (as in roughly month/day)?

Answer: A rough anticipated start date for this project if all goes well would be as early as Mid September.

Question 3: Is there a 3rd party inspector for the project? If so, do you know who it is?

Answer: There will be no 3rd party inspectors for this project, the inspector will be one of our two county inspectors as stated on our Mandatory pre-bid agenda document.

Question 4: Are we performing a brush blast or sealing joints with Sikaflex on the exterior? I can't tell if that's part of the specs that is not being used?

Answer: All prep must be done to the experience of the contractor; no actual specification is required other than the tanks must me prep and blasted to performed scope. As of now, no tanks are leaking but if during prep/blasting a leak is created, then that must be repaired.

Question 5: Is there a coating system to be used for the booster stations? I don't recall seeing one in the specs.

Answer: Booster station coatings shall follow standard County coating procedures.

Contractors may apply the same coating system used for the tanks or an equivalent system that meets project performance requirements.

Question 6: Is there water available on site for use? If so, is there a charge?

Answer: Yes, each site has hose bibs or another type of water source available, however, the water pressure and volume are limited. Alternatively, a hydrant meter can be checked out by providing a refundable deposit. They will not be charged for the water used, but we do need to keep track of any water usage from the hydrants.

Question 7: Are there any antennas on any of the tanks and if so, who is responsible for removing/protecting them?

Answer: I do not believe there are any antennas on any of the tanks on site. If there is an antenna, the contractor would be responsible for protecting it in place.

Question 8: Will the tanks be taken out of service during the painting work?

Answer: All tanks must remain in service during construction.

Question 9: Can any of the tanks be out of service simultaneously?

Answer: All tanks must remain in service during construction.

Question 10: Are we including any of the repair items listed in Technical Specifications

Section 13200 Part 2.2 or Part 3.3 in the bid and if so, which ones?

Answer: We are not including any repair items listed in Technical Specifications Section

13200 Parts 2.2 or 3.3, except for potential bolt replacements if needed and any weldments or grinding required solely for coating preparation or any work needed to complete scope of work.

Question 11: What is the surface preparation and paint system for the booster pump buildings?

Answer: The exterior surface preparation and paint system shall be completed at the contractor’s professional discretion, provided the full scope of work is satisfactorily completed.

Question 12: Is a consulting engineer involved in the project and if so, who is it?

Answer: There is no consulting engineer involved for this project.
