About this file

This document is a Competitive Solicitation from Clark College in Washington for the procurement of a Precision Grinder (Boschma AMC) in support of their new Advanced Manufacturing Center at the Boschma Farms Campus in Ridgefield, Washington. The college is requesting bids for the purchase of one Okamoto ACC-6 18DX Series Precision Grinder, with alternate pricing for shipping, installation, seismic restraint, infrastructure connections, testing, startup, commissioning, and training. Bids must be submitted by September 30, 2024, and deliveries are required between October 1, 2024, and December 1, 2024, to coordinate with the project's general contractor. Bidders are not required to bid on all items, and bids will be awarded on a line-item basis to the acceptable low bidder.

The bid pricing must detail any and all costs presented as alternates, and sales tax should not be included as it will be calculated separately. Bidders proposing alternate or substitute equipment must provide full specifications to be considered responsive. CLARK COLLEGE

EXHIBIT B – BID PRICE

COMPETITIVE SOLICITATION 02_2024_2025

PRECISION GRINDER (BOSCHMA AMC)

Clark College in Vancouver, Washington, is currently constructing a new Advanced Manufacturing Center at their Boschma Farms Campus (CBF.AMC) in Ridgefield, Washington, about 0.25 miles east of I-5 at exit 14.

The project address is 7000 Pioneer St., Ridgefield, WA, 98642. See maps below for project vicinity and access to the unloading area in the workyard and the main building entance.

This competitive solicitation for equipment is in support of the AMC and general education programs in the new building. The items listed below are proposed for purchase by the College, and are the preferred make and model as specified by the faculty and staff of the Advanced Manufacturing program.

Substitutes may however be proposed for any of these models. If pricing provided is for an alternate or substitute, that alternate/substitute must meet all model specifications for size, functions, optional equipment, warranty/guarantees, etc., for the model listed below, and full specifications for the alternate/substitute must be included in your response. If no specifications for alternates/substitutes are provided, the bid submittal for that item may be rejected.

Vendors are not required to bid on all items. Bids will be reviewed and awarded on a line-by-line basis and awarded to the acceptable low bidder.

GENERAL

1. Pricing for each item must detail any and all costs presented as alternates in this document.

2. Delivery must occur between 10/1/2024 and 12/1/2024 in coordination with personnel as noted below.

3. Large equipment units are to be set at their final locations to allow for hard wiring and plumbing connections by others. Smaller items are to be plugged in at their locations.

4. All equipment necessary to move any items may be provided by the vendor for offloading at the project workyard, and as designated as a bid alternate. Unless otherwise specifically noted and arranged, all items will be shipped directly to the CBF.AMC building; none of these items will be accepted at the College’s main campus unless otherwise arranged through Purchasing.

5. There is no loading dock at CBF.AMC. The vendor is to provide trucks with lift gates where necessary for offloading items or moving equipment for larger items.

6. All deliveries must be coordinated with Clark College personnel, Tom Sandhwar and Jim Watkins (see contact info below).

7. CRITICAL NOTE: The coordination and delivery timing is critical, as the General Contractor may have a rigger on site to complete the offloading, setup, seismic restraint, testing/commissioning of the equipment. After full installation and acceptance of the equipment, the vendor may conduct startup and training on the equipment for Clark College personnel. These various actions may have additional cost, which should be added in the bid response as the alternates listed below. The general contractor will be responsible for connecting and hard wiring connections to the infrastructure. Should the general contractor be unavailable for connecting to infrastructure, the vendor will be responsible for making these connections.

TRAINING

Where necessary the bid estimate should include any training required to operate and maintain each device as priced in the alternate below. The training should include the department technicians, staff/faculty, and facilities maintenance personnel, and allow for up to eight (8) hours of training as required. If training is included in your bid price, please note that alternate.

PROTECTION AGAINST DAMAGE

All necessary precautions will be required during delivery to protect walls, floors, doors, frames, columns, etc., and any other surfaces in the building from damage during delivery and installation. Any damage to the building caused by the vendor during deliveries will be the responsibility of the vendor to replace or repair, or to compensate the Owner for work to correct the damage, at the discretion of the Owner.

ELEVATOR

AMC is a 2-story building, with a combination freight/passenger elevator between floors, and accessible through the main entrance on the NE side of the building. Use of the elevator for deliveries will be confirmed with Clark College personnel. All deliveries will include all protection necessary for the elevator car walls, floors and ceiling. Any damage to the elevator caused by the deliveries will be the responsibility of the vendor to replace or repair to the original condition, or to compensate the Owner for work to correct the damage, at the discretion of the Owner.

CONTACT

Once a Purchase Order has been issued by Clark College to the successful bidder, please contact Tom Sandhwar and Jim Watkins immediately to confirm a specific date and time for delivery to the project site and coordinate offloading and setup procedures. At that time a building layout will be provided to the successful bidders showing the location of the equipment. Access to the building and equipment delivery will be coordinated closely with the GC.

The College’s Central Receiving department will be on hand for each delivery at the AMC building to inspect items for completeness, any damage, and final testing for full operations. Damage claims will be handled through Central Receiving. Warranty periods will begin once the equipment has been tested and accepted for full operation capability. Any warranty issues after building operations begin will be handled by the project managers.
