Part I—Background and Authority
A. Background
The CRP Forest Inventory Analysis Pilot provides an opportunity for non-profit organizations to apply for grants to conduct a forest inventory analysis, and forest management and economic outcomes modelling, for certain currently enrolled Conservation Reserve Program (CRP) land.
The analysis is focused on lands enrolled in CRP for at least eight years and located in areas with a substantial concentration of acres enrolled under conservation practices devoted to multiple bottomland hardwood tree species, including CP03, CP03A, CP11, CP22, CP31, and
CP40.
Qualified applicants must be non-profit organizations dedicated to conservation, forestry, and wildlife habitats, and that also have experience in conducting accurate forest inventory analysis through the use of advanced, cost-effective technology.
Grants will be awarded through a competitive Request for Applications (RFA) process.
Applicants must propose to use CRP Forest Inventory Analysis Pilot grant funding to conduct a forest inventory analysis, and forest management and economic outcomes modelling, for certain currently enrolled CRP land. Applicants must use advanced, cost-effective technology.
These activities may not be duplicative of existing programs or program activities.
CCC funds made available under the CRP Forest Inventory Analysis Pilot may only be used for the inventory, analysis and outcomes modelling associated with the select CRP contract acreage, including:
• Programmatic costs associated with implementing the CRP Forest Inventory Analysis
Pilot; and
• Expenses specifically set forth in the grant agreement executed with CCC.
• For FY 2018, up to $1 million is authorized and appropriated to support the CRP Forest
Inventory Analysis Pilot. To the extent that funds are available for this purpose, the Farm Service Agency (FSA) acting on behalf of the Commodity Credit Corporation (CCC) will award grants for applications found to be meritorious based on recommendations from an interagency review panel. There is no commitment by FSA or CCC to fund any particular application or to make a specific number of grants.
• Successful applicants must commit to fully expend the awarded federal funds by September 30, 2020, with an opportunity for extension upon approval by CCC.
• Projects will be reviewed periodically by program management to determine if funds are used according to the terms of the grant agreement.
B. Authority
The authority for funding these grants to non-profit organizations dedicated to conservation, forestry, and wildlife habitats and that have experience in conducting forest inventory analysis through the use of remote sensing data and technology under the CRP Forest Inventory Analysis Pilot is found in Section 743 of the Consolidated Appropriations Act, 2018 (P.L. 115-141).

Part III—Application Delivery/Submission Instructions
A. Preparing and Submitting an Application via Grants.gov
All applications must be submitted online via the Grants.gov web site by the closing date and time in Part II above.
The opportunity number for this grant is USDA–FSA-CRPFIA- 2018, and the Catalogue of Federal Domestic Assistance (CFDA) number is 10.122.
Please note that the electronic submission system is relatively complex for first-time users and involves several preliminary registration steps to be taken before the application can be submitted (go to www.grants.gov and click on the “Get Registered”).
It is virtually impossible to complete the process of electronic submission for the first time if you start just a few days before the due date.
All entities applying for funding, including renewal funding, must have a Dun and Bradstreet Universal Data Numbering System (DUNS) number. The DUNS number must be included in the data entry field labeled "Organizational DUNS" on the SF-424 form.
Organizations must have DUNS Number, active System for Award Management (SAM) registration, and Grants.gov account to apply for grants.
Creating a Grants.gov account can be completed online in minutes, but DUNS and SAM registrations may take several weeks.
Complete organization instructions can be found on Grants.gov here:
https://www.grants.gov/web/grants/applicants/organization-registration.html
1) Obtain a DUNS Number: All entities applying for funding, including renewal funding, must have a DUNS Number. Applicants must enter the DUNS Number in the data entry field labeled "Organizational DUNS" on the SF-424 form. For more detailed instructions for obtaining a DUNS Number, refer to:
https://www.grants.gov/web/grants/applicants/organization-registration/step-1-obtain-duns-number.html
2) Register with SAM: All organizations applying online through Grants.gov must register with the System for Award Management (SAM). Failure to register with SAM will prevent your organization from applying through Grants.gov. SAM registration must be renewed annually. For more detailed instructions for registering with SAM, refer to:
https://www.grants.gov/web/grants/applicants/organization-registration/step-2-register-with-sam.html
3) Create a Grants.gov Account: The next step is to register an account with Grants.gov.
Follow the on-screen instructions or refer to the detailed instructions here:
https://www.grants.gov/web/grants/applicants/registration.html http://www.grants.gov/ https://www.grants.gov/web/grants/applicants/organization-registration.html https://www.grants.gov/web/grants/applicants/organization-registration/step-1-obtain-duns-number.html https://www.grants.gov/web/grants/applicants/organization-registration/step-1-obtain-duns-number.html https://www.grants.gov/web/grants/applicants/organization-registration/step-2-register-with-sam.html https://www.grants.gov/web/grants/applicants/organization-registration/step-2-register-with-sam.html https://www.grants.gov/web/grants/applicants/registration.html
Part III—Application Delivery/Submission Instructions (Continued)
4) Add a Profile to a Grants.gov Account: A profile in Grants.gov corresponds to a single applicant organization the user represents (i.e., an applicant) or an individual applicant. If you work for or consult with multiple organizations and have a profile for each, you may log in to one Grants.gov account to access all of your grant applications. To add an organizational profile to your Grants.gov account, enter the DUNS Number for the organization in the DUNS field while adding a profile. For more detailed instructions about creating a profile on Grants.gov, refer to:
https://www.grants.gov/web/grants/applicants/registration/add-profile.html
5) EBiz POC Authorized Profile Roles: After you register with Grants.gov and create an Organization Applicant Profile, the organization applicant's request for Grants.gov roles and access is sent to the EBiz POC. The EBiz POC will then log in to Grants.gov and authorize the appropriate roles, which may include the AOR role, thereby giving you permission to complete and submit applications on behalf of the organization. You will be able to submit your application online any time after you have been assigned the AOR role. For more detailed instructions about creating a profile on Grants.gov, refer to:
https://www.grants.gov/web/grants/applicants/registration/authorize-roles.html
6) Track Role Status: To track your role request, refer to:
https://www.grants.gov/web/grants/applicants/registration/track-role-status.html
7.) Electronic Signature: When applications are submitted through Grants.gov, the name of the organization applicant with the AOR role that submitted the application is inserted into the signature line of the application, serving as the electronic signature. The EBiz POC must authorize people who are able to make legally binding commitments on behalf of the organization as a user with the AOR role; this step is often missed and it is crucial for valid and timely submissions.
8.) SF-424 Instructions. All new and continuation/revision applications must contain the completed form SF-424 and project/budget narrative.
Note: The person who electronically submits form SF-424 must have the authority to bind the applicant organization to the terms and conditions of the grant agreement.
Part IV—Application Review
A. General
Evaluated applications will be ranked based on merit. Each application will be evaluated in a two-part process:
• Each application will be screened to ensure that it meets the administrative requirements as set forth in the NOFA of July 19, 2018 and this RFA; and
• Applications that meet these administrative requirements will be evaluated by an interagency review panel.
The interagency review panel will conduct a merit review based on the evaluation criteria.
The views of the individual reviewers will be used by CCC to determine which applications will be recommended for funding. Final approval of applications recommended for award will be made by the FSA Deputy Administrator for Farm Programs (Deputy Administrator).
Interagency reviewers will be selected based upon knowledge, skills, training, and experience in relevant fields.
B. Evaluation Criteria
The evaluation criteria noted below will be used in reviewing applications submitted in response to this RFA.
Incomplete or non-responsive applications will not be evaluated. Applicants may revise their applications and re-submit them prior to the published deadline if there is sufficient time to do so.
CCC will evaluate how the applications will increase the availability of data and information on CRP bottomland hardwoods acreage using the evaluation criteria in this RFA and in accordance with the NOFA published on July 19, 2018.
Proposals must include, and will be scored based on an evaluation of, the following criteria elements:
1. Amount of funding requested;
2. Amount of funding from other parties (with sufficient documentation) that provide additional leverage, if any; for example, specifying the regions, states, practices and plots where the proposal goes beyond minimal requirements (such as by considering CP-36, long-leaf pine);
3. Sampling approach to be used;
4. Remotely sensed data to be used, including its sources and its spatial, temporal, and spectral resolution;
5. Number and relevance of metrics to be estimated and the modeling approach to be used to estimate the metrics;
Part IV—Application Review (Continued)
6. The accuracy assessment, including sampling approach and location of ground plots following the U.S. Forest Service’s Common Stand Examination protocols or those in the peer-reviewed literature; and
7. Work plan and timeline for completion by September 30, 2020.
After all applications have been evaluated using the evaluation criteria and scored in accordance with the terms specified in the RFA, a list of all applications in ranked order, together with funding level recommendations, will be submitted to the Deputy Administrator for final approval.
C. Conflicts of Interest and Confidentiality
During the interagency review process, care will be taken to prevent any actual or perceived conflicts of interest that may affect review or evaluation.
Names of applicants, application content, and interagency review evaluations will be kept confidential, except to those involved in the review process, to the extent permitted by law. In addition, the identities of the interagency reviewers will remain confidential. Therefore, the names of the reviewers will not be released to applicants.
