STATEMENT OF WORK FOR THE PROCUREMENT
OF
CRAWLERWAY ROCK

1. SCOPE
1.1. IMPERATIVE FORM.
1.1.1. This Statement of Work (SOW) is written in imperative form and this imperative language is directed to the Contractor, unless specifically noted otherwise.
1.2. DESCRIPTION.
1.2.1. DESCRIPTION OF WORK
1.2.1.1. Summary of Work: The work to be performed consists of procuring and delivering rock that meets the KSC Crawlerway Rock specification to a KSC site designated by the contracting officer.
1.2.1.2. TASK 1 Detailed Description of Work: The work consists of locating and delivering rock that meets the KSC Crawlerway specification to the DARCY site located on the Kennedy Space Center. The DARCY site is open for deliveries Tuesdays & Thursdays from 0730 to 1100 and 1200 to 1500. To ensure that all rock delivered meets the Crawlerway rock specification, the project completion date will be set so that rock deliveries can be spaced out sequentially over time to allow the contractor ample time to ensure 100% of delivered rock meets the specification.
A. Further Delivery Details: Rock deliveries shall be at least 850 tons per month and should be completed within five months after Notice to Proceed (NTP) unless funding is still available. In which case deliveries should continue until all funding is exhausted. The preferred size of rock is ASTM #4, but ASTM #3 is acceptable if not enough ASTM #4 is available. The procurement shall be filled with ASTM #4 River Rock, ASTM #3 River Rock may be supplied only if there is not enough ASTM #4 to fulfill the procurement order. See attached Specs for definition of ASTM gradation sizes.
1.2.2. SAFETY.
1.2.2.1. Submit a safety & health plan (SHP) to the CO for review for applicability only at least 10 working days prior to beginning any hazardous and/or construction field work.
1.2.2.2. Safety and Health Plan (SHP) requirements: The SHP must meet the following minimum requirements:
A. 29 CFR 1910 (OSHA – General Industry)
B. 29 CFR 1926 (OSHA – Construction)
C. NPR 8715.3 – NASA General Safety Program Requirements
D. KNPR 8715.3-1 – Safety Procedural Requirements for Civil Servants/NASA Contractors
E. KNPR 8715.7 – KSC Construction Contractor Safety and Health Practices Procedural Requirements.
1.2.2.3. SHP (format): Utilize the KSC Construction Contractor Safety and Health User Guide (KSC- UG-2814) to aid in creating the SHP.
1.2.2.4. Job Hazard Analysis (JHA): Have written JHAs per OSHA (29 CFR 1910.132(a-h)) as applicable and any other relevant OSHA sections, for hazardous tasks specific to the jobsite.
Make JHAs available to NASA upon request prior to, or during, any required hazardous and/or construction field work.
1.2.3. FIELD INSPECTIONS.
1.2.3.1. Reference and utilize all supplied drawings and specs when performing field inspections.
A. Coordinate all inspections with facility manager contacts supplied by the Contracting Officer’s Representative (COR). Coordinate with the COR to obtain camera permit while on both KSC and CCAFS property. Permission to use camera equipment may be denied.
B. Coordinate with facility users and COR and give special attention to the requirements of existing equipment to be re-installed in the new facility. Make a list of all such equipment and its connection and/or utility requirements.
C. Perform inspections as required during the course of the design.
i. Inspection(s) as required to as-built the existing installation. Inspect all areas and rooms at each facility to determine existing conditions and new requirements. Provide a list to the COR of all areas not inspected due to security, environmental, or safety reasons so that the COR may arrange for inspection or disposition of any areas not inspected.
D. Notify COR of any discrepancies between field inspection and government furnished drawings.
2. WORK REQUIREMENTS
2.1. DETAILED REQUIREMENTS
2.1.1. GENERAL
2.1.1.1. SITING REQUEST. Deliverable. Deliver to COR.
A. Provide siting information in the Siting Request Form for Master Planning distribution. Provide support to resolve any siting issues in locating the facility at this site.
2.1.1.2. UTILITY LOCATE/EXCAVATION PERMIT
A. Complete KSC Form KSC 26-312 NS, Utility Locate/Excavation Permit Request, and submit to Coordinate requirements for the Locators: Place, date, time, utilities that need to be located, any excavation that may be necessary, access to manholes, etc.
2.1.2. SITE WORK
2.1.2.1. SEDIMENT AND EROSION CONTROL BEST MANAGEMENT PRACTICES
A. Provide sediment and erosion control devices using the Best Management Practices (BMPs) as described in the latest publication of the Florida Land and Development Manual. Florida Department of Environmental Protection (FDEP) to retain sediment on-site and to prevent violations of water quality standards.
2.2. ENVIRONMENTAL REQUIREMENTS
2.2.1. DRAFT PERMIT PACKAGES AS NEEDED. Deliverable. Deliver to COR.
2.2.1.1. Provide all the necessary design calculations, exhibits, application forms, and figures in accordance with the requirements of the local jurisdictional and regulatory agencies in a coherent package to the COR. Provide all other necessary technical information pertinent to the design. Except for signing and sealing, provide and make distribution to NASA Environmental [2] sets of the permit package for NASA review. Submit all original documents and copy of the permit package(s) to NASA within [10] days following the receipt of review comments from the COR, to NASA Environmental for the purpose of obtaining NASA signatures on permits, and they must be signed and sealed by a Florida-registered professional engineer in the appropriate discipline. Submit all permit packages electronically to regulatory agencies and pay permitting fees.
2.2.2. ENVIRONMENTAL PERMIT PACKAGES AS NEEDED. Deliverable. Deliver to COR.
2.2.2.1. Environmental Permit Packages. Perform the analyses and prepare the exhibits required to permit the design project. Should additional permits be necessary in the course of the design, notify the COR of the requirement immediately with an explanation of why the additional permits are required.
2.2.3. RECORD OF ENVIRONMENTAL CONSIDERATION (REC). The COR will provide a copy of the KSC REC on file for the project. Ensure that all environmental requirements levied by the REC are documented in the construction contract documents. Include construction costs associated with the REC requirements in the Cost Estimate. RECs are valid for 6 months or until there is a scope change. If the REC is expired or there is a scope change, please ask the COR to request an update.
2.3. GOVERNMENT FURNISHED EQUIPMENT (GFE) MATRIX. Deliverable. Provide in Data Manual and Bid Package.
2.3.1. Identify all GFE for the project. Develop a matrix with Item Name, Identifying Number, Quantity, Vendor/Agent providing the GFE, and an approximate unit and total cost of GFE.
3. SERVICES
3.1. REVIEWS AND MEETINGS
3.1.1. BI-WEEKLY TECHNICAL INTERCHANGE MEETING (TIM). Provide project manager and appropriate technical team support for a technical interchange meeting every other week beginning from the Notice To Proceed (NTP) to Project Closeout. Meetings may be virtual or on site at the discretion of the COR.
