About this file
This Statement of Work (SOW) details requirements for the Institute for Telecommunication Sciences (ITS) CRAIN Lab's procurement of a PC-based 5G network optimization tool called XCAL. The software must support real-time troubleshooting, monitoring, and optimization of wireless voice and data network performance, with specific technical requirements including support for multiple chipsets (Qualcomm, Samsung, Mediatek), wireless technologies (5G NR, LTE, WiFi, WCDMA), and various application automation tests (voice, SMS, FTP, VoLTE). The SOW specifies three software models: AA-XCAL-M-5G-MID (midtier supporting up to 4 UEs), AA-XCAL-M-5G-NR-NSA-SA-MDK (Mediatek chipset interface), and AA-XCAL-M-5G-NR-NSA-SA-S (Samsung chipset interface).
The procurement is for a 12-month contract with remote software access and support provided by the contractor. Key technical capabilities include collecting Layer 1-3 messaging, TCP/IP packet information, supporting multiple scanner interfaces (PCTel, R&S, DRT, Anritsu, Panasonic), and enabling various application automation tests like voice calls, SMS, FTP, and YouTube testing. The software must allow ITS to generate support tickets, receive technical support, and download software upgrades. The tool is intended to support NTIA's telecommunications research and development activities, specifically for system analysis and testing of 5G and Open RAN systems.

STATEMENT OF WORK
XCAL PC Based 5G Network Optimization Tool
U.S. Department of Commerce
National Telecommunications and Information Administration Institute for Telecommunication Sciences
1. BACKGROUND
The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.
Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.
2. OBJECTIVE
ITS CRAIN Lab, requires a real-time, 5G network optimization solution to troubleshoot, monitor and optimize wireless voice and data network performance. This software is used for data collection, logging and monitoring of SIP messaging during system analysis and testing of 5G and Open RAN systems.
