About this file
This Notice of Funding Opportunity Amendment corrects information for the Climate Pollution Reduction Grants Program: Implementation Grants General Competition offered by the Environmental Protection Agency. Eligible applicants are now specified to include municipalities located in Florida, Iowa, Kentucky, and South Dakota that are covered by an applicable Metropolitan Statistical Area Population Carbon Pollution Reduction Action Plan. The amendment also clarifies that subawards to for-profit entities and individuals may be approved by EPA on a case-by-case basis if included in the approved budget. The funding supports implementation of plans and projects that reduce carbon pollution from transportation, buildings, and other sources as identified in state, local, and metropolitan area carbon reduction action plans. Eligible projects must demonstrate reductions of carbon dioxide or other greenhouse gas emissions.

AGENCY: Environmental Protection Agency (EPA) TITLE: Climate Pollution Reduction Grants Program: Implementation Grants General Competition ACTION: Notice of Funding Opportunity (NOFO) Amendment No. 1
FUNDING OPPORTUNITY NUMBER: EPA-R-OAR-CPRGI-23-07
Assistance Listing No: 66.046 DATE: October 27, 2023
SUMMARY: This Notice makes amendments to the above referenced funding opportunity to correct information about eligible applicants in states that declined a Climate Pollution Reduction Grant (CPRG) planning grant and about the ability for grantees to subaward to for-profit entities.
Accordingly, Page 18, Table 2. “Municipality Eligibility” is now edited to reflect that municipalities located in the four states that declined CPRG planning grants that are covered by an MSA PCAP are eligible applicants.
Page 19. The paragraph is edited to reflect that municipalities in Florida, Iowa, Kentucky, and South Dakota covered by an applicable MSA PCAP are eligible applicants. The list of MSAs is amended to add Omaha-Council Bluffs, NE-IA Metro Area and Cincinnati, OH-KY-IN Metro Area.
Page 49. The sentence reading “For-profit organizations are not eligible for subawards under this grant program but may receive procurement contracts” is struck. As explained on page 60, EPA’s Award Official must approve subawards to for-profit entities and individuals on the basis of either a precise description of the subaward in the EPA approved budget and project narrative, or on a transaction-by-transaction basis.
