Contractor’s Guide To Interfacing With Central Recording
Appendix E-1
Introduction:
DC Superior Courts has an existing Central Recording System based on the CourtSmart software platform. A CourtSmart server room is located in Moultrie Courthouse Suite 2300. All Hearing Rooms and Courtrooms are connected via multi-pair audio cable back to this server for recording purposes.
The Court standard legacy Lectrosonics DM and current Lectrosonics Aspen series audio DSP mixers provide these audio feeds as detailed below.
When Hearing Rooms and / or Courtroom are renovated, it is the contractor’s responsibility (per the project specifications) to connect these feeds to the audio system in the respective room. In cases where the existing cabling is to be reused, Court staff will properly identify, disconnect, and coil existing multi-pair cabling above the accessible ceiling. The contractor will then relocate the cabling to the new audio equipment rack location, and connect the cables per the direction below and as shown on the project documents. The multi-pair cabling is not to be spliced or extended; new cabling is to be pulled by the Court’s cabling contractor if the existing cabling is not long enough to reach the intended destination.
In cases where new cabling is required, the Court’s cabling contractor will be directed (per the project specifications) to pull new (12) pair plenum rated (typical of CSC 111421-09-1RL) cabling from Central Recording to the new audio equipment rack location as directed by the project documents.
The contractor will not be expected or be responsible to terminate any connections on the Central
Recording / CourtSmart side of the connection. The contractor is responsible for all connections and required DSP programming at Hearing Room / Courtroom side of the connect
Appendix E-2
Configuration:
Figure 1: CourtSmart BFL Light
A switched power supply voltage is sent from Central Recording to each Hearing Room and Courtroom to power a specialized light (provided by the Courts) located in each room to indicate that the audio is being recorded in that space and is “on the record”. This light is called a “BFL” (blue framed light) recording light or “Blue Man” by the Court Staff and is shown in Figure 1 above.
An audio feed is also provided from Central Recording as an input to each Hearing Room and Courtroom audio system. This feed is called the “PA Test Feed” and it allows for Central Recording to speak into each Courtroom to test each speaker system and set of recording feeds remotely.
Each audio system provides (4) main recording feeds and one backup recording feed to central recording. The audio mix provided to each feed is detailed below, and varies depending on the operating status of the Hearing Room or Courtroom.
The Judge in each Hearing Room and Courtroom is provided with a “husher switch” for use during bench conferences. When the switch is activated, the speakers over the gallery and / or jury area produce masking noise to keep the conversation between the Judge and Attorneys confidential. When the husher is not active or is in “normal” operation, the recording mixes are to be configured as detailed in figure 3 below.. When the husher is active, all audio feeds to the speaker system are muted (except for the masking noise) and the recording mixes are to change as detailed in figure 4 below.
