A. PURPOSE AND DESCRIPTION OF SERVICES
1. Introduction and Background
The American Rescue Plan Act of 2021 reauthorized and amended the Small Business Jobs Act of 2010 to provide $10 billion to fund the State Small Business Credit Initiative (SSBCI) as a response to the economic effects of the COVID-19 pandemic. SSBCI is a federal program created to strengthen state programs that support private financing to small businesses.
The California Pollution Control Financing Authority (CPCFA) partnered with the IBank to receive California’s overall allocation of $1.181 billion dollars, split evenly between the partner agencies, and disbursed in three tranches. CPCFA received its initial tranche of $178,556,939 in November 2022 and received its second tranche of $203,515,524.50 in January 2025.
There are five named loan assistance program types authorized through SSBCI and CPCFA currently operates two such programs through the umbrella California Capital Access Program (CalCAP), the CalCAP for Small Business and the CalCAP Collateral Support programs. This Request for Proposals (RFP) seeks proposals for a third program funded through SSBCI, a Loan Participation Program (LPP). An LPP falls under the “Other Credit Support Programs” (OCSPs) under the SSBCI program.
The information provided in this RFP related to SSBCI is for informational purposes and proposing firms are advised to undertake their own independent research and determination relative to federal requirements. To the extent of any conflict or inconsistency between information provided herein and federal law or guidance published or provided by the U.S. Department of the Treasury, such federal law or guidance shall control.
For specifics regarding Eligible Applicants, Matching Requirements, Permissible Borrowers, Capital at Risk, Lending Activity, and more, review the U.S.
Department of the Treasury’s October 4, 2024 Capital Program Policy Guidelines located here: https://home.treasury.gov/system/files/136/SSBCI-Capital-Program- Policy-Guidelines.pdf.
2. Overview of a Loan Participation Program
As defined by the U.S. Department of the Treasury, an SSBCI Loan Participation Program enables the state instrumentality to act as a lender, in partnership with private lenders, to provide capital for small business growth and expansion. This type of program can be structured in two ways:
https://home.treasury.gov/system/files/136/SSBCI-Capital-Program-Policy-Guidelines.pdf https://home.treasury.gov/system/files/136/SSBCI-Capital-Program-Policy-Guidelines.pdf
a. Purchase participation - the state instrumentality purchases a portion of a loan originated by a lender; or
b. Co-lending participation - the lender originates a loan, and the state instrumentality originates a second loan to the same borrower (companion loan).
For the purposes of this RFP, CPCFA will only consider Purchase Participation LPP proposals.
For informational purposes, please view the SSBCI Opportunities for Community Development Financial Institution (CDFI) Loan Funds. Please note that requirements outlined in the October 2024 Capital Program Policy Guidelines may supersede certain information included in this profile:
https://home.treasury.gov/system/files/136/CDFI-SSBCI.pdf.

100% Exceptional Category is addressed with the highest degree of confidence. Response exceeds the needs, requirements, and/or expectations with superior background, experience, expertise.
80% Excellent Response fully meets the needs, requirements, and/or expectations with a high degree of confidence. Proposal offers one or more enhancing feature, method, or approach exceeding basic expectations.
60% Good Response addresses the category being scored.
Good degree of confidence with minimal weaknesses.
40% Adequate Response is adequate to meet the needs, requirements, and/or expectations. Any omissions, flaws, or defects, are inconsequential and acceptable.
20% Minimally Adequate
Minimally addresses the category being scored, but one or more major considerations of the category are not addressed or are addressed in such a limited way that it results in a low degree of confidence.
0% Inadequate Fails to address any portion of the category being scored. The omissions, flaws, or defects are significant and considered unacceptable.
k. Cost Proposal Scoring
The lowest-cost proposal, based on the estimated Total Cost for a three-year Contract term from Attachment 6 is awarded the maximum cost points.
Other proposals are awarded cost points based on the following calculation:
(Lowest Cost Proposal/Other Cost Proposal) = (Factor)
Cost Points for Other Cost Proposal = (Factor) x (Maximum Cost Points)
EXAMPLE: When a maximum of 90 cost points are available
Lowest Cost Proposal = $1,687,500 Other Cost Proposal = $2,250,000
$1,687,500 / $2,250,000= 0.75
0.75 x 90 = 67.5 Cost Points

m. Tiebreaker – In the event two (2) or more responsive and responsible proposers earn the highest score, the Agreement will be awarded to the responsive and responsible firm earning the higher score in Experience/Expertise with Program Details. If the scores for in Correspondent Financial Institution Qualifications and Experience are the same, the Agreement will be awarded to the responsive and responsible proposer earning the higher score for Personnel Experience and Qualifications. D. PREFERENCE AND INCENTIVE PROGRAMS
1. Small Business or Microbusiness Preference https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division- Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran- Business-Enterprise
A five percent (5%) preference will be applied to certified small business firms submitting proposals. To obtain the preference, firms must be certified as a small business at the time the proposal is submitted. The firm MUST include an updated copy of their Small Business Certificate to obtain the preference. The 5% preference is issued only for computation purposes to arrive at the successful firms and does not alter the amounts of the actual cost proposal. Once each proposal has been scored, if the highest responsible firm is not a certified small business or microbusiness, 5% of the highest scoring proposal is added to the total “earned” points for each proposal submitted by a certified small business.
These final numbers, with the 5% included, are then used to determine the highest scoring proposal. Questions regarding the small business certification or preference approval should be directed to the Office of Small Business & DVBE Services (OSDS) at (916) 375-4940 or can be found at the website listed above.
2. Non-Small Business or Microbusiness Preference https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division- Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran- Business-Enterprise
A five percent (5%) preference is available to a non-small business claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business subcontractor preference, the proposal response must include a list of the small business(es) with which the firm commits to subcontract in an amount of at least 25% of the net price with one or more California certified small businesses. Each listed certified small business must perform a "commercially useful function" in the performance of the contract as defined in Government Code Section 14837(d)(4).
The required list of California certified small business subcontractors must be attached to the proposal response and must include the following: 1) subcontractor name, 2) address, 3) phone number, 4) a description of the work to be performed and/or products supplied; and 5) the dollar amount or percentage of the net price (as specified in the solicitation) per subcontractor.
Firms claiming the 5% preference must commit to subcontract at least 25% of the net price with one or more California certified small businesses. Completed certification applications and required support documents must be submitted to the OSDS no later than 4:00 p.m. on the proposal due date, and the OSDS must https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division-Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division-Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division-Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division-Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division-Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise https://www.dgs.ca.gov/PD/Services/Page-Content/Procurement-Division-Services-List-Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise be able to approve the application as submitted. The preference to a non-small business firm that commits to small business or microbusiness subcontractor participation of 25% of its net price shall be 5% of either the lowest, responsive, responsible firm’s price or the highest responsive, responsible firm’s total score. A non-small business, which qualifies for this preference, may not take an award away from a certified small business.
