DEPARTMENT OF THE TREASURY

LIMITED-SOURCES JUSTIFICATION

This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)

Treasury Standard Form – 1012 (Rev 5/18)

Prescribed by Treasury: DTAP 1008.405-6 Tracking No.

Sf1012Identification of the agency and the contracting activity:

Requiring Activity - Internal Revenue Service, Information Technology / Contracting Activity - Internal Revenue Service, Office of Information Technology Acquisitions (OITA) 2.a Nature and/or description of the action being approved:

This Limited Source Justification seeks approval for new IRS IT support in anticipation for additional COVID-19 legislation requirement(s) that have impacted the IRS. During the first wave of COVID-19, the impacts of COVID-19 on the IRS have been especially challenged during the transition of government to mandatory telework. The IRS was unable to operate at anything near the levels of effectiveness and service that every American deserves. This manifested itself in several ways:

toll-free lines were unavailable to taxpayers after March 19, because the IRS locations were closing and employees answering these phone lines were not telework ready. As a result, the IRS has answered fewer calls compared to the same period in CY 20181.

All Taxpayer Assistance Centers (TACs) were closed nationwide effective March 23, 2020. TAC employees were not eligible for telework and did not have laptops to allow for remote work. IRS was not able to assist over taxpayers face-to-face compared to the same point in time in 2018—a reduction.

All four Tax Processing Centers were closed, which has created a huge backlog in paper processing, with million pieces of unopened mail as of June 10.

IRS closed both centralized printing/mailing centers in , and as of May 14, there were more than million items in the Correspondence Production Services queue to be printed and mailed.

Audit closures for individuals and small businesses was greatly affected ( reductions in audits closed) due to the shutdown, as auditors could not access needed information, and could not meet with taxpayers for face-to-face meetings in order to examine books and records.

Comparing FY 2018 to FY 2020, Total Enforcement Revenue is down percent, resulting in of lost revenue to the Treasury.

Americans demand and deserve more from their government. Ensuring proper information technology funding would provide the IRS more agility to deliver urgent needs for the nation, even during the worst of times, like the current pandemic. The budget requested in the pending legislation has identified necessary resources to fund IT modernization that supports these vital areas.

This COVID-19 legislation planning support is required to quickly understand the upcoming HEALS Act that is being considered by Congress and will have new COVID-19 requirements that need planning and guidance, facilitate business and technical integration, prioritize technical changes and gather implementation requirements.
