Section B: Description of the Supplies/Services Required
Langley AFB is requiring an automated testing module for the detection of COVID-19. Langley Laboratory does not have in-house capability to test for COVID-19 and is currently sending out all testing with a 3-4 day turnaround time. Due to the emergent nature and the increase in COVID-19 cases on JBLE, Langley Hospital is seeking Four (4) BioFire Torch Modules.
Section C: Justification for Soliciting from a Single Source or Brand Name
COVID-19 pandemic has been declared a public health emergency by the President of the United States of America. This automated testing module will enable COVID-19 testing in house with a 45 minute turnaround time and prevent the current turnaround time of 4-5 days for results. This will greatly increase Langley Hospital's ability to detect, quarantine and decrease the risk of spread by treating infected patients within hours versus days. Langley Laboratory has the BioFire FilmArray Torch and the BioFire Torch Modules are required accessories to complete this system. The BioFire Torch Modules are in high demand throughout the country and delaying procurement will affect Langley Hospital's ability to receive this automated test in a timely manner.
Section D: Efforts to Obtain Competition
A GSA and SBA search conducted on 27 March 2020 returned one vendor, BioFire Diagnostics LLC, who is able to provide these items. On 24 and 26 March 2020, the requiring activity reached out to Cepheid Inc., who also supplies an automated testing module for the COVID-19 virus, was contacted; however, as of 31 March 2020, no response has been received from a Cepheid Inc. representative. Due to the emergent market conditions and unusual and compelling urgency, a sole source determination was made IAW 6.302(a)(2) and contract FA4800-20-P-0024 was awarded to BioFire Diagnostics, LLC on 2 April 2020.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Although competition exists, due to unusual and compelling urgency for COVID-19 Testing, it was in the best interest of the government to limit the number of sources from which proposals were solicited. IAW FAR 6.302-2(c)(2), the Contracting Officer solicited as many sources as was practicable under the circumstances.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
