About this file

This document is a justification and approval for a six-month contract extension with Teletracking Technologies. The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response is extending contract 75A50120C00042 from October 1, 2020 to March 31, 2021 for $10,200,000. The contract provides a commercial analytics platform that gives visibility into hospital bed census, capacity, and patient acuity data. This data feeds into the HHS Protect COVID-19 data sharing and analysis platform, allowing HHS and its partners to make informed decisions in responding to the pandemic. The extension is justified based on the urgent need to maintain this data flow as HHS puts a competitive follow-on contract in place.

Text2: Teletracking Technologies.
Text3: 10200000.00
Text4: The Department of Health and Human Services (HHS) Office of the Chief Information Officer (OCIO) urgently requires a commercial analytics platform that can quickly provide visibility into hospital capacity and beds throughout the country. This analytics platform will assist the Department of Health and Human Services (HHS) and our federal partners working with state, local, tribal and territorial governments, and with the private sector to execute a holistic government response to fight the COVID-19 pandemic and protect the public’s health.

The analytics platform acquired under this requirement will provide visibility into hospital bed census, capacity and patient acuity, including unit, facility and health system census in a multi-tenant Software-as-a-Service platform which will feed the HHS COVID-19 data sharing and analysis platform - HHS Protect - allowing HHS and our partners to make data-backed decisions in the COVID-19 response.

Contract 75A50120C00042 was awarded to TeleTracking Technologies on April 9, 2020. This requirement is to exercise the Option to Extend Services clause for a 6-month period while a competitive follow-on contract is put into place.

Text5: The emergence of coronavirus disease 2019 (COVID-19) created unprecedented challenges for the Department of Health and Human Services (HHS) and the American people. Through HHS Protect, HHS continues to execute a “whole of government” response to fight the COVID-19 pandemic and protect the public’s health. The foundation to HHS’s “whole of government” approach is data collection and analysis, which is of the utmost importance in responding to COVID-19. The Teletracking Technologies platform feeds important hospital data into HHS Protect and the absence of this data will critically impact HHS and the Government's response.
