About this file
This is a Combined Synopsis/Solicitation document (RFQ) issued by the Department of the Air Force, Headquarters Air Force Test Center, Edwards Air Force Base, for sole-source procurement of data acquisition equipment.
The Government requires a quantity of two (2) brand-name DTS SLICE6 AIR Modules (Part Number 13006-90910) to be delivered to Holloman Air Force Base, New Mexico, with an option to purchase an additional two (2) identical modules within 12 months of contract award. This is a firm-fixed-price, supply-only procurement with no "or equal" products or incidental services permitted. All items must be factory-new, carry the full manufacturer's warranty, and be provided directly by the original equipment manufacturer, Diversified Technical Systems, Inc. (DTS). The procurement is classified under NAICS code 334515 (Instrument Manufacturing) with Federal Supply Code 6625 (Electrical and Electronic Properties Measuring and Testing Instruments). Competition is restricted to DTS as the sole source due to proprietary communication protocols, pinout configurations, and sub-millisecond synchronization requirements necessary for integration with the 846th Test Squadron's existing Holloman High Speed Test Track system; introducing alternative manufacturers' hardware would result in catastrophic data failure. The solicitation is unrestricted (no set-aside), and the Nonmanufacturer Rule and CMMC requirements do not apply as this is a COTS item procurement. The Government will assign a DO-C9 DPAS Priority Rating to ensure preferential lead-time treatment.
Offerors must submit complete quotes electronically to Contracting Officer Bethany Hill (bethany.hill.3@us.af.mil) no later than 1:00 PM Central Time on August 14, 2026. Quotes must be valid for a minimum of 60 days and organized into two sections: Section I (Administrative & Price) requiring company information, SAM.gov registration confirmation, firm-fixed-price for base and option line items with shipping FOB Destination, and delivery timeframes in weeks after receipt of order; and Section II (Technical Capability) requiring OEM warranty statements and product specifications demonstrating compliance with Attachment 1 requirements. Award will be made to the responsible offeror whose quote provides best value considering technical acceptability and price, following sequential evaluation steps of technical validation, responsibility determination, and price reasonableness analysis.

COMBINED SYNOPSIS/SOLICITATION_FA910126QB067
This is a sole source solicitation for a commercial product. As such, this solicitation is prepared in accordance with (IAW) the format in the Revolutionary FAR Overhaul (RFO) 12.201-1, as supplemented with additional information included in this request. This solicitation is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing an offer. The Government reserves the right not to award a contract in response to this
RFP.
Solicitation Number: FA910126QB067
Solicitation Type: Request for Quote (RFQ)
North American Industry Classification System (NAICS) Code:
NAICS code 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals
Federal Supply Code (FSC): 6625 - Electrical and Electronic Properties Measuring and Testing Instruments
Size Standard: 750 Employees
Set-Aside Status: None - Unrestricted
Nonmanufacturer Rule (NMR) Not Applicable
Description of Requirement:
The Government requires a quantity of two (2) brand-name only DTS SLICE6 AIR Modules (P/N:
13006-90910) to be delivered to Holloman Air Force Base, New Mexico, with an option to purchase an additional two (2) identical modules within 12 months of contract award. This is purely a supply procurement with no "or equal" products or incidental services. All items must be factory-new, carrying the full manufacturer's warranty, and provided by the OEM, Diversified Technical Systems, Inc. (DTS).
See "Attachment 1 - Specifications" for full details.
Justification for Limiting Competition (Brand-Name Only):
The 846th Test Squadron (846 TS) operates the Holloman High Speed Test Track (HHSTT) and currently utilizes the proprietary DTS Slice6 AIRs system as its primary data acquisition architecture.
The ruggedized Data Acquisition Systems (DAS) being procured must physically and electrically daisy-chain with this existing network. Due to proprietary communication protocols, pinout configurations, and sub-millisecond synchronization requirements during high-speed track testing, introducing an alternative manufacturer's hardware would result in catastrophic data failure and inability to integrate.
Therefore, "equal" products are technically unacceptable. In accordance with RFO 12.102(a), competition is restricted to a single-source brand-name supply directly with the OEM, Diversified Technical Systems, Inc. (DTS).
Non-Applicability of NMR:
The Nonmanufacturer Rule (NMR), as outlined in RFO 19.505 and 13 CFR § 121.406, is not applicable to this acquisition. The NMR applies strictly to competitive acquisitions that have been set aside (fully or partially) for small business concerns. Because this requirement is being solicited as an Unrestricted single-source action directly to the OEM, the NMR does not apply.
One AFMC…Powering the World’s Greatest Air Force
DPAS Priority Rating:
DO-C9 in accordance with RFO 52.211-15. The "DO" rating ensures the manufacturer gives this order preferential lead-time treatment over unrated commercial orders. The "C9" program identification symbol was selected because the 846th Test Squadron conducts testing and evaluation that directly supports miscellaneous national defense and Research & Development (R&D) programs, aligning with the "Miscellaneous / Testing" designation under DPAS Schedule I (15 CFR Part 700).
CMMC Exemption:
The Government has determined that the product required under this solicitation is a Commercially Available Off-the-Shelf (COTS) item. Because this procurement is exclusively for a COTS product, the Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable. Offerors are not required to hold or demonstrate a CMMC certification level to be eligible for award under this solicitation.
Basis for Award:
The Government intends to award a single, firm-fixed-price purchase order on a sole-source basis to the responsible offeror, Diversified Technical Systems, Inc. (DTS), whose quote conforms to all solicitation requirements and represents the overall best value to the Government, technical acceptability and price considered.
The evaluation process will be conducted in the following sequential steps:
1. Technical Validation: Verify that the proposed item is the exact brand-name DTS SLICE6 AIR Module (P/N: 13006-90910) in new condition, carries the full manufacturer's warranty, and matches the physical, functional, and performance requirements specified in Attachment 1.
2. Responsibility Determination: The Government will evaluate the apparent successful offeror to determine responsibility in accordance with RFO Subpart 9.1. This includes verifying that the offeror has an active registration in the System for Award Management (SAM.gov), does not have any active exclusions or suspensions, and possesses a satisfactory record of performance, integrity, and business ethics.
3. Determination of Price Reasonableness: Evaluate and establish price reasonableness in accordance with RFO 12.204(a) (Commercial Items Price Evaluation) utilizing the price analysis techniques defined in RFO 15.404-1(b).
Instructions to Offeror:
Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.
Submission Method The quote must be submitted electronically via email to the Contracting Officer, Bethany Hill (bethany.hill.3@us.af.mil), no later than 1:00 PM Central Time on 14 August 2026. Late quotes will not be accepted.
Quote Format and Content To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections:
