About this file

This is a Combined Synopsis/Solicitation for a commercial product issued by the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base, California.

The Government requires three (3) brand-name only Parker SE60 Servo Valves (Part Number: SE60SAAHANA25) to be delivered to Silver Spring, Maryland. This is a firm-fixed-price supply procurement with no acceptable substitutes or incidental services. All items must be factory-new and provided by an authorized reseller. The brand-name restriction is justified because the valves operate in parallel within the facility's existing control infrastructure, and procuring any alternative brand would require major, unfunded control system redesign to accommodate different electrical drive signals and flow characteristics. The Nonmanufacturer Rule does not apply as the total estimated value is below the Simplified Acquisition Threshold. The procurement is classified under NAICS code 332912 (Fluid Power Valve and Hose Fitting Manufacturing) with a Federal Supply Code of 4810 (Valves, Powered) and a size standard of 1,000 employees.

This is a 100% Small Business Set-Aside Request for Quote (RFQ) issued under Solicitation Number FA910126QB058, with an assigned DPAS Priority Rating of DO-C9. Quotes must be submitted electronically by 1:00 PM Central Time on July 9, 2026, and must remain valid for a minimum of 60 days. Offerors must submit two distinct sections: Section I (Administrative & Price) containing company information, SAM.gov registration confirmation, small business size standard certification, total firm-fixed-price including shipping to Silver Spring, Maryland, and proposed delivery timeframe in weeks after receipt of order; and Section II (Technical Capability) containing explicit authorization documentation from Parker confirming authorized reseller status and product specifications demonstrating compliance with Attachment 1 requirements. Award will be made to the lowest-priced, technically acceptable, responsible offeror meeting the small business size standard of 1,000 employees. CMMC certification is not required as this procurement is exclusively for a Commercially Available Off-the-Shelf (COTS) item.

COMBINED SYNOPSIS/SOLICITATION_FA910126QB058

This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) subpart 12.202, as supplemented with additional information. The Government reserves the right to reject any or all offers received in response to this solicitation. Furthermore, the Government maintains the right to not make an award under this solicitation, and reserves the unilateral right to cancel this solicitation, in whole or in part, at any point prior to award if it is determined to be in the Government's best interest.

All solicitation provisions and contract clauses applicable to this procurement are incorporated and set forth in Attachment 2 – SF 1449. Submission of a quote constitutes acknowledgement and acceptance of all terms contained within this attachment.

Solicitation Number: FA910126QB058

Solicitation Type: Request for Quote (RFQ)

North American Industry Classification System (NAICS) Code:

NAICS code 332912 - Fluid Power Valve and Hose Fitting Manufacturing

Federal Supply Code (FSC): 4810 - Valves, Powered

Size Standard: 1,000 Employees

Set-Aside Status: 100% Small Business Set-Aside

Nonmanufacturer Rule (NMR) Not Applicable

Description of Requirement:

The Government requires a quantity of three (3) brand-name only Parker SE60 Servo Valves (P/N:

SE60SAAHANA25) to be delivered to Silver Spring, Maryland. This is purely a supply procurement with no "or equal" products or incidental services. All items must be factory-new and provided by an authorized reseller. See “Attachment 1 - Parker SE60 Specifications” for full details.

Justification for Brand Name Restriction:

The required valves operate in parallel within the facility's existing control infrastructure. Procuring the identical brand-name model is technically essential to maintain immediate interchangeability and operational usability. Utilizing any alternative brand would require a major, unfunded control system redesign to accommodate different electrical drive signals and flow characteristics. Procuring the exact Parker valves is required to prevent extended facility downtime, avoid costly system re-engineering, and maintain critical wind tunnel testing throughput. Based on the rationale, competition shall be restricted to only authorized resellers of the brand name requirement.

Determination for 100% Small Business Set-Aside:

Based on market research, at least two small businesses are interested in and capable of meeting the subject brand name requirement; therefore, in accordance with RFO Part 19, this acquisition is solicited as a 100% Small Business Set-Aside.

One AFMC…Powering the World’s Greatest Air Force

Non-Applicability of NMR:

The total estimated value to meet the subject requirement is below the Simplified Acquisition Threshold (SAT); therefore, the Nonmanufacturer Rule does not apply.

DPAS Priority Rating:

DO-C9 in accordance with RFO 52.211-15. The "DO" rating ensures the manufacturer gives this order preferential lead-time treatment over unrated commercial orders. The "C9" program identification symbol was selected because AEDC Hypervelocity Wind Tunnel 9 conducts testing and evaluation that directly supports miscellaneous national defense and Research & Development (R&D) programs, aligning with the "Miscellaneous / Testing" designation under DPAS Schedule I (15 CFR Part 700).

CMMC Exemption:

The Government has determined that the product required under this solicitation is a Commercially Available Off-the-Shelf (COTS) item. Because this procurement is exclusively for a COTS product, the Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable. Offerors are not required to hold or demonstrate a CMMC certification level to be eligible for award under this solicitation.

Basis for Award:

The Government intends to award a single, firm-fixed-price purchase order to the responsible offeror whose quote conforms to the solicitation and offers the lowest reasonable price to the Government.

The evaluation process will be conducted in the following sequential steps:

1. Price Sorting: Rank all quotes by the total quoted price, from lowest to highest.

2. Size Standard Validation: Beginning with the lowest-priced quote, confirm compliance with the solicitation in relation to the small business size standard under NAICS code 332912, which is 1,000 employees.

NOTE: Offers from vendors that do not meet the small business size standard of 1,000 employees will not be considered for an award and the evaluation process will end here.

3. Technical Validation: Validate that the offeror with the lowest priced quote meeting the business size standard is an authorized reseller of the brand name requirement and that the quoted product meets the required specifications per Attachment 1. If the lowest-priced quote is determined technically "Acceptable," the evaluation stops, and that offeror will be selected for award (pending an affirmative responsibility determination and price reasonableness). If the lowest-priced quote is determined to be technically "Unacceptable," the Government will evaluate the next lowest-priced quote, continuing this process until a technically acceptable quotation is identified.

NOTE: If the lowest priced quote requires resolution of minor or clerical errors to any aspect of the quote, the Government will consider the correction potential and may enter interchanges with that offeror. If, after interchanges to resolve minor or clerical errors, the quote is determined technically “Acceptable” and remains the lowest priced quote, the order will be awarded to that offeror. If the Government deems the quote not easily correctable, or if at any time the quote becomes other than the lowest priced, the next lowest priced quote will be evaluated for technical acceptability. Interchanges will take place as necessary or deemed appropriate by the Government.

4. Responsibility Determination:

The Government will evaluate the apparent successful offeror to determine responsibility in accordance with RFO Subpart 9.1. This includes verifying that the offeror has an active registration in the System for Award Management (SAM.gov), does not have any active exclusions or suspensions, and possesses a satisfactory record of performance, integrity, and business ethics. If the lowest-priced, technically acceptable offeror is determined to be non-responsible, the Government will refer the matter to the Small Business Administration (SBA) for a Certificate of Competency (COC) determination or proceed to evaluate the next lowest-priced quote if appropriate.

5. Determination of Price Reasonableness:

The final quoted price will be evaluated for reasonableness in accordance with RFO 12.209, using the price analysis techniques defined in RFO 15.404-1.

Instructions to Offerors:

Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.

Submission Method Quotes must be submitted electronically via email to the Contracting Officer, Brooke Vandeman (brooke.vandeman@us.af.mil), and Contract Specialist, Paytonne Szatkowski (Paytonne.Szatkowski@us.af.mil), no later than 1:00 PM Central Time on 9 July 2026. Late quotes will not be accepted.

Quote Format and Content To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections:

Administrative/Price and Technical.

Section I: Administrative & Price This volume must contain all pricing information and required administrative representations.

• Company Information: Provide the Company Name, Point of Contact (Name, Phone, Email), Unique Entity ID (UEI), and CAGE Code.

• Delivery Schedule: State the proposed delivery timeframe in number of Weeks After Receipt of Order (ARO).

Section II: Technical Capability This volume must not contain any pricing information. It must include sufficient documentation for the Government to determine technical acceptability based on the sequential evaluation steps.
