Washington, DC 20240 Memorandum To: Prospectus Contractors

Subject: Foundation Cloud Hosting Services Follow-on Request for Information (RFI) The Department of the Interior (Department/DOI), Acquisition Services Directorate is announcing their intent to provide a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Foundation Cloud Hosting Services (FCHS). This FCHS Follow-On is expected to commence in late 2023 for a ten-year period of performance. The Department is seeking prospectus Contractors qualified to:

1) Provide license and support services for FedRAMP authorized cloud services including IaaS, PaaS, SaaS models.

2) Equipped to provision cloud services to multiple Federal Agency’s by demonstrating a high functioning sales and support team including hiring, training, and retaining credentialled employees.

3) Manage services that meet Federal Cloud Computing Strategy regulations. (https://cloud.cio.gov/strategy) and credentialled to meet the requirements outlined in DOI’s Security Objectives Cybersecurity and Governance attachment.

4) Provide ingenuity and expedient administrative processes, including but not limited to streamlined annual true-ups and initial orders, invoicing, payment, quality task order and preparedness, and repeatedly meeting deadlines.

5) Provide pre-set “catalogs” or “service selection matrixes” for quickly onboarding standardized and broadly adopted license and ancillary support services. Provide a list of suggested catalogs including cloud service providers/offerings and additional products aligned with Table 1. Department of the Interior Business Lines.

6) Provide ingenuity solutions to assist the Department and other federal agencies overcome Current Operational Constraints, see 1.2.3 Current Operational Constraints.

7) Demonstrate experience aligning public cloud environments to the National Institute of Science Technology (NIST) Special Publication SP-800-37, SP-800-53, and ISO/IEC 19086-1 and –2 Service Level Agreements.

8) Have a successful past performance navigating the complexities of the Federal Acquisition Regulations, both restrictions and qualifications, as well as managing Contractor/sub-contractor competencies to meet the FISMA/FedRAMP technology thresholds.

The Request for Information deadline for submittals is Friday, May 20, 2022.

The Department of Interior, Office of the Chief Information Officer (OCIO) is hosting a virtual Industry Forum on Wednesday, May 18, between 1:00pm and 3:00pm ET.
